Absent: Commissioner Jensen. <br /> <br />NOTE CITY COUNCIL MINUTES <br /> <br />There were no comments. <br /> <br />PUBLIC HEARINGS <br /> <br />Chairperson Bawden adjourned the regular meeting at 7:31 p.m. in order to conduct the following <br />public hearings: <br /> <br />1) <br /> <br />Request for a Conditional Use Permit to Operate a Two-Family Dwelling Unit in the Single- <br />Family District; Case of Scott and Gwyn Simpson <br /> <br />2) <br /> <br />Consider Ordinance to Amend Section 9.11.02 (Accessory Uses) of the Ramsey City Code <br />to Allow Pole Buildings, With Design Restrictions, on Properties Two to Five Acres in Size <br /> <br />Chairperson Bawden called the regular meeting back to order at 7:44 p.m. <br /> <br />COMMISSION BUSINESS <br /> <br />Case #1: Implementation of Commission Term Phasing <br /> <br />Acting City Administrator Smith distributed a memorandum regarding term phasing to the Planning <br />Commission. She explained that Council adopted a policy in 1997 which established term limits for <br />Commissions, two four-year terms, plus partial terms a Commissioner is requested to fill. She <br />indicated a goal would be that at all times, at least half the Commissioners would have four years of <br />Planning Commission experience. This would not be an issue until the year 2002, at which time there <br />would only be two Commissioners with four years of experience and three with less than four years <br />experience. <br /> <br />Acting City Administrator Smith stated Commissioners Jensen and Terry have reapplied for the <br />Planning Commission and indicated six applications had been received from residents interested in <br />filling the other two vacancies. Also, four residents interested in the vacancies contacted staff after <br />the application deadline. <br /> <br />Acting City Administrator Smith questioned if four years experience would be sufficient for the <br />Planning Commission. Commissioner Thorud stated a full year is needed to acquire an understanding <br />of the City's issues. He indicated two or three members with four years of previous Commission <br />experience would be sufficient for the Planning Commission. <br /> <br />Planning Commission/February 3, 1998 <br /> Page 2 of 7 <br /> <br /> <br />
