Case//5:

Consider Ordinance to Amend Section 9.11.02 (Accessory Uses) of the Ramsey
City Code to Allow Pole Buildings, With Design Restrictions, on Properties from
Two to Five Acres in Size

Community Development Assistant Walther stated that for Council direction, an ordinance has been
drafted to reduce the acreage threshold for pole buildings fi.om 2.5 to 2 acres and impose additional
design standards on pole buildings constructed on lots from 2 to 5 acres in size. He also indicated
the current code allows residents whose principal garage is less than 864 square feet the option of
applying to the maximum accessory structure size the difference of the principal garage square
footage and 864 square feet. The draft ordinance addresses two of staff's concerns relating to this
practice by eliminating that option. He explained that it confuses and erodes the purpose of setting
a maximum single accessory structure size; and, very large pole buildings seem to foster illegal
business activities on residential property.

Commissioner Thorud inquired if the prohibited galvanized finishes included the roof. Zoning
Administrator Frolik indicated roof colors were not addressed specifically in the amendment.
Chairperson Bawden stated the last line of the amendment stating galvanized finishes shall not be
permitted, would include the roof.

Motion by Commissioner Deemer, seconded by Commissioner Terry, to recommend that City
Council adopt an ordinance to amend Chapter 9.11.02, Subdiv. 12 (Accessory Buildings) of the City
Code to allow metal accessory structures on properties two acres and greater in size, and add design
standards for such metal accessory structures on parcels two to five acres in size.

Motion Carried.
