Case #3: Request for Site Plan Approval; Case of Peck Properties <br /> <br />Zoning Administrator Frolik stated a request for site plan review and approval was received from <br />Peck Properties. The plan proposed to construct a 61,700 square foot multi-tenant office and <br />warehouse facility on Lot 2, Block 1, in the Business Park 95 - 7th Addition. She said the anchor <br />tenant would be Peck Construction. <br /> <br />Zoning AdministratorFrolik stated the site will receive public access from the northerly extension <br />of Radium Street off' of McKinley Street NW. The facility proposes two accesses onto Radium <br />Street. The proposed development does not exceed the 35% building coverage or 85% <br />impervious surface area restrictions of City Code and the Business Park 95 Covenants. She said <br />the structure meets all of the setback requirements, will be constructed entirely of concrete <br />masonry units, and has loading docks located on the rear wall. All maneuvering areas on the site <br />will be surfaced with bituminous and finished with B-612 concrete curbing. The waste storage <br />area and above ground fuel storage tank are also enclosed in a concrete masonry structure in <br />accordance with City Code and the Covenants. <br /> <br />Zoning Administrator Frolik indicated there is an outside storage area noted in the northeast <br />corner of the site. This storage area will be screened with a 10 foot high concrete masonry <br />enclosure which is setback 15 feet off. the property line. She indicated staff recommends that <br />landscaping be used to soften the impact of the concrete enclosure. Staff also recommends that <br />some landscaping be added to the east property line to screen dock activity from Anoka <br />Enterprise Park to the east. <br /> <br />Chairperson Bawden inquired if Mr. Peck had comments regarding the proposed landscaping. <br />Mr. Peck indicated having no problems with the proposed landscaping. <br /> <br />Commissioner Deemer stated the City of Anoka would like the City of Ramsey to separate the <br />two City's with more green space. Zoning Administrator Frolik stated there would be a cluster of <br />landscaping intermittently on the property line and indicated when the Anoka side is developed, <br />they would also provide cluster landscaping. <br /> <br />Mr. Peck indicated intentions to have the property developed to be a show piece for his company. <br /> <br />Motion by Commissioner LaDue, seconded by Commissioner Jensen, to recommend that City <br />Council approve the proposed site plan for Peck Properties contingent upon compliance with the <br />City Staff.Review Letter dated February 26, 1998. <br /> <br />Motion Carried. Voting Yes: Chairperson Bawden, Commissioners LaDue, Jensen, and Deemer. <br />Voting No: None.
