Ms. Henke inquired about their stand on extended weekend hours.

Gary Gruber, partner, stated they requested to end at 10:00 p.m. Sunday through Thursday and to
end at 11:00 p.m. on Friday and Saturday. He explained the City has a policy with the Super Bowl
to cease activity at 10:00 p.m. and, if the City determines that policy needs to stay in effect for them,
that is what they will accept.

Darlene Thompson, 7959 - 142nd Avenue, stated she likes sports and is not against the project but
is concerned about the noise during the week and also on the weekend. She stated that they were
unable to sleep on weekends due to the tent allowed during the summer at the Lighthouse Bar. Ms.
Thompson stated she would like to see a written assurance from the partners that they will abide by
the regulations and quitting hours. She inquired what would happen if these partners sold the
business to another operator.

Mr. Gruber explained that as part of the CUP they will be required to sign their agreement to the
restrictions.

Rick Christian, 7330 - 155th Avenue NW, noted the entrances into facility will be strictly through the
bar and grill and asked if minors will need to go through the bar to get to the fields. Mr. Gruber
explained that no minors will be allowed in the facility unless they are with a parent.

Mr. Christian inquired regarding the ability to exit the field should an emergency occur. Mr. Gruber
stated there will be an emergency gate which can be opened if a field emergency occurs and it will
be large enough to accommodate emergency vehicles.

Mr. Christian stated this will cause additional traffic on Highway 10 and questioned the distraction
that the lights may cause on Highway 10. Mr. Gruber stated they have hired Museo Lighting who
did the lighting on all of the City's parks. He explained that Musco Lighting has assured the partners
that with the Central Park project, the houses are 75 feet from the park border and those houses are
in the dark.

Mr. Christian inquired regarding Sunday tournaments and how that traffic can be accommodated with
weekend Highway 10 traffic. Mr. Gruber stated he is aware of the Sunday night traffic but they will
close the entire facility by midnight and the ballfields by 10:00 p.m. He stated that Sunday
tournaments will be done by 6:00 p.m.

Mr. Christian asked if there will be a winter use. Mr. Gruber explained that the volleyball courts
could be designed so they could be flooded for use as a broomball rinks which would not go until
10:00 p.m.

Mr. Christian mentioned the problem which already exists with snowmobilers. Mr. Gruber stated he
can control the property and what happens within it but is not able to control activity in the ditches

Public Hearing/Planning Commission/March 12, 1998
Page 5 of 7
