He stated he will address people who should not be driving and mentioned that <br />one of the partners' brother was killed by a drunk driver, so this is a real concern to them as well. <br /> <br />Mr. Christian inquired regarding the policing of this facility and if it will burden the City's police <br />department. Mr. Gruber stated they will have a full security staff.including bouncers. He stated he <br />has managed four restaurants and believes they can manage situations that occur. Mr. Gruber stated <br />he worked with Thumpers in Coon Rapids, LaFiesta, Chico's in Blaine, Broadway Bar and Pizza in <br />Elk River, and Anchor Inn. <br /> <br />Ms. Frolik submitted a letter from the Anoka County Park Department stating three concerns: spill <br />over of light into Mississippi Regional Park, patron trespass onto County property, and visual <br />screening. <br /> <br />Mr. Gruber advised that the entire perimeter will be fenced. The only access to the ballfields will be <br />through the bar and restaurant (unless an emergency situation), and the ballfields will also be fenced <br />within the perimeter fence. With regard to the screening, he stated they are looking at the request <br />to provide additional screening. Mr. Gruber stated if he lived in this neighborhood he would not want <br />to be able to view the ballplayers. With regard to lighting, he stated they have been working with <br />Musco Lighting who was hired by the City of Ramsey to light all of their parks. <br /> <br />Ed Hanson, 7913 - 142nd Avenue, stated he heard this was referred to as old fashioned sports and <br />to save a lot of time and money he suggested the old fashioned way without lights. <br /> <br />Motion by Commissioner LaDue, seconded by Commissioner Jensen, to enter the letter from the <br />Anoka County Department of Parks & Recreation into the official public hearing meeting record. <br /> <br />Motion Carded. Voting Yes: Vice Chairperson Deemer, Commissioners LaDue, Jensen, and Terry. <br />Voting No: None. Absent: Chairperson Bawden and Commissioner Wivoda. <br /> <br />Mr. Christian asked why these partners live in Anoka or Andover but are selecting Ramsey for this <br />project. Mr. Gruber stated he feels Ramsey is part of his community as well. He stated the Anoka <br />Industrial Park is built out, the property north of the Anoka High School is a State park and not <br />available, and the rest of the land around the State Hospital is undergoing a reconstruction and is not <br />available. With Andover, they already have Povs and they did not feel Andover was appropriate for <br />their facility. Mr. Gruber stated they selected Ramsey because they believe the Highway 10 corridor <br />is the most appropriate location to draw from Elk River and Ramsey. He stated they are community <br />oriented and will continue that involvement in Ramsey. <br /> <br />Ms. Henke stated the developers have indicated they want to work with this community and asked <br />if the patio being proposed is over 6,000 square feet and the building is only 8,000 square feet. She <br />noted this is a very large patio and it appears the partners have not been agreeable to considering a <br />solid enclosed area for the patio. She stated that Super Bowl was required to have an enclosed area <br />for their patio and she believes this establishment should have the same requirement.
