Our department is recommending that the developer be required to install a vinyl clad chain
link fence along the east and south edges of the property to address this issue (see enclosed
map).

3) Visual Screening - Many of the future plam~ed recreational amenities in Mississippi
West Regional Park will be within direct view of the proposed sports facility. For this
reason, we are concerned about the visual and sound impact that the ballfields, sports bar,
and parking will have on the park. As you are aware, Mississippi West Regional Park is
nestled in a beautiful location along the Mississippi River and we want to preserve the
serenity and naturalness of the park to the greatest extent possible.

To this end, we are recommending that efforts be made to provide landscape plantings
along the edge of the proposed sports complex which not only serve to screen the visual and
sound intrusions into the park, but also provide habitat protection for those song birds and
other animals wtzich live on the "edge" of the existing forest canopy. The possible location
of such plantings is also shown on the enclosed map.

Thank you for the opportunity to provide comments regarding the proposed Diamond Sports Bar and
Grill development. If you have any questions, or if I can be of further assistance, please feel free to
contact~767-2860.
j~o~lu, t VonDeLinde
Director of Parks and Recreation

JKV:md
Enclosure

CC:

Commissioner Dem~is Berg, District #1
Commissioner Dave McCauley, Parks and Recreation Committee Chair
Elliott Perovich~ Anoka County Public Services Division Manager
Mark Boos, City of Ramsey Parks and Recreation Director
Sylvia Frolik, City of Ramsey Zoning Administrator
