Zoning <br />Administrator Frolik noted that the one lot on the plat is approximately 16.6 acres in size and meets <br />the minimum area, width and depth requirements for parcels in the B-3 Highway Business District. <br />The lot will receive access from Traprock Street which is currently dedicated but unimproved. In <br />addition, Traprock is now designated as a Municipal State Aid road and requires a right-of-way of <br />80 feet. The current Traprock right-of-way is 66 feet so the platting of this property should dedicate <br />another 14 feet to Traprock Street. She advised that development of the site will necessitate <br />upgrading Traprock Street to City standards. Also, the plat should provide for the east/west <br />extension of Riverdale Drive NW, another MSA road that requires a right-of-way of 80 feet. A <br />grading and drainage plan will be required with the site plan for development of the lot. <br /> <br />Mr. Gruber stated that the City Engineer has indicated that a four or five foot additional easement <br />for Traprock will be sufficient. City Engineer Jankowski stated this width (70 feet) was allowed for <br />Exkimo Street. <br /> <br />Vice Chairperson Deemer suggested Anoka County provide the additional road easement needed so <br />it is not taken from the City's tax rolls. City Engineer Jankowski suggested the City accept the five <br />feet being offered. <br /> <br />Vice Chairperson Deemer noted the need for the developer to' construct all of the roadways. City <br />Engineer Jankowski stated the applicant must install Traprock to serve the building. <br /> <br />City Engineer lankowski stated it is true that in the past the City has required the developer to install <br />all roadways. However, in this case, there are a lot of roadways for this size of parcel and one use <br />so, perhaps, some consideration should be given. <br /> <br />Vice Chairperson Deemer stated the road map being referred to is not part of the City's <br />Comprehensive Plan. City Engineer Jankowski explained that it is the MSA road plan which is <br />updated from time to time. <br /> <br />With regard to the right-of-way for Riverdale, City Engineer Jankowski recommended it be platted <br />as an outlot and dedicated to the City upon request. Mr. Gruber stated his concern about dedicating <br />the right-of-way which would restrict his use of the property but require him to pay taxes on it. He <br />stated he prefers to give the right-of-way to the City now. City Engineer Jankowski suggested it be <br />platted as an outlot and given to the City. <br /> <br />Motion by Commissioner LaDue, seconded by Commissioner Jensen, to approve the sketch plan for <br />The Diamonds and recommend the City Council grant final plat approval to same contingent upon <br />compliance with City Staff review letter dated March 9, 1998 and the Riverdale right-of-way being <br />platted as an outlot and given to the City upon filing of the plat. <br /> <br />Planning Commission/March 12, 1998 <br /> Page 11 of 12 <br /> <br /> <br />
