Vice Chairperson Deemer stated the property to the east was fenced by Anoka County with vinyl dad <br />fencing and noted that certain colors tend to disappear into the scenery. He pointed out that this may <br />not be visible for ATVs and create a hazard so, perhaps, vinyl cladding should not be required. <br /> <br />Mr. Gruber stated he would prefer chain link with shrubbery or vines. <br /> <br />Zoning Administrator Frolik suggested the applicant provide updated final drawings for the <br />Commission's review. <br /> <br />Commissioner Jensen stated she would also like to see the final drawings of the building. She <br />expressed concern with regard to the exterior building treatment along this important highway <br />corridor. <br /> <br />Mr. Gruber stated he does not like the view on the other side of the highway and plans to construct <br />an upgraded building and hope the other side of the highway will upgrade as well. <br /> <br />The Commission requested a colored artist rendition of all building elevations and a landscaping plan. <br /> <br />Commissioner Jensen requested the applicant also work with Staff on the fence issues including <br />landscaping. <br /> <br />Vice Chairperson Deemer stated when sewer is installed in the future, this property will sustain a <br />substantial assessment. Mr. Gruber stated no one can predict the future but any reasonable person <br />is aware that this is bound to happen. He stated that he would prefer if it was already installed so he <br />did not have to install a septic system and well. Vice Chairperson Deemer stated the assessment is <br />based on the amount of land and the owner usually has two years to connect. <br /> <br />Motion by Commissioner LaDue, seconded by Commissioner Jensen, to recommend that City <br />Council grant site plan approval to the site plan proposal for the Diamonds Sports Bar & Grill, Inc. <br />contingent upon compliance with the City Staff review letter dated March 9, 1998 and an acceptable <br />lighting plan for the recreational area, and submission of detailed colored building renderings, <br />elevations and landscaping plans. <br /> <br />Motion Carded. Martin <br /> <br />Zoning Administrator Frolik stated that Jim Martin, the applicant, is requesting approval of a minor <br />subdivision to be entitled The Diamonds which consists of a replat of Outlot C in Tooth Acres.
