Mr. Gruber explained the types ofsoiI testing which have been conducted to determine areas for the <br />septic tank and well area. <br /> <br />City Engineer Jankowski explained since this use involves a restaurant, Anoka County is responsible <br />for certifying the septic system. <br /> <br />Commissioner Jensen inquired regarding the size of the patio area. Mr. Gruber explained it is a <br />pyramid shaped deck. <br /> <br />Ms. Henke reiterated her concern for the need to enclose this patio on all sides, not just one side. <br /> <br />City Engineer Jankowski stated the patio area is 3,600 square feet. <br /> <br />Zoning Administrator Frolik noted that the Super Bowl patio was not required by the Conditional <br />Use Permit to fence their deck, they chose to do so on their own. <br /> <br />Commissioner Jensen asked if ball players can drink alcohol on the fields. Mr. Graber explained that <br />no alcoholic beverages are allowed on the ball fields or dugout areas by ASA or UAAA and, if a <br />violation were to occur, they would be closed. He explained that they will be hosting ASA and <br />UAAA sanctioned tournaments and using their empires, so this violation will not occur. <br /> <br />Commissioner Jensen inquired regarding how fields will be cleared at closing time. Mr. Gruber stated <br />it is possible to clear the fields and it will not be a problem. He noted they will use their security and <br />staffofemployees and once the lights are shut off, patrons are more than willing to clear the fields. <br /> <br />Commissioner Terry inquired about the option of creating a berm from the center field to provide <br />more noise buffer for the residents. Mr. Crruber again reviewed the areas of screening and fencing <br />which will create a double barrier for the neighborhood. He stated they would be happy to slat a <br />portion of the fence to provide more ora barrier. <br /> <br />Mr. Gruber emphasized that there will be no outdoor music or public address system so there will <br />only be noise from conversations from the patio. He noted that operations will cease at 10:00 p.m. <br />and he does not think customers will remain outside after the activities are over. Mr. Crmber stated <br />he understands the concern expressed about the tent bands at the Lighthouse Bar and explained this <br />proposed use will not be close to that level of noise. <br /> <br />Commissioner Jensen inquired regarding the highest traffic levels. Mr. Gruber sated it will be at the <br />end of the games and estimated 150 to 200 people exiting the property. <br /> <br />Vice Chairperson Deemer stated this traffic level is no higher than any other bar or bowling alley that <br />closes at a certain time. He inquired regarding the treatment of the back sides of the advertising <br />signs.
