Motion by Commissioner Jensen, seconded by Vice Chairperson Deemer, to recommend that City <br />Council approve a Conditional Use Permit for Diamonds Sports Bar & Grill, Inc., as amended, and <br />establish an accessory outdoor recreational uses to a restaurant and bar based on the Findings of Fact, <br />as amended. <br /> <br />Motion Carded. Voting Yes: Vice Chairperson Deemer, Commissioners Jensen, LaDue, and Terry. <br />Voting No: None. Absent: Chairperson Bawden and Commissioner Wivoda. <br /> <br />Case I/3: Request for Site Plan Review; Case of Diamonds Sports Bar & Grill, Inc. <br /> <br />Commissioner Jensen requested a presentation of the rendering of the building elevations. It was <br />noted these plans are very preliminary since the partners wanted to first determine whether the use <br />was acceptable prior to preparing detailed site plans. Mr. Gruber reviewed the site plan and stated <br />he supports the use of earth tone colors which is compatible with their intention to operate a higher <br />level of establishment. He noted they propose only a highway sign with no sign on the building. <br /> <br />Commissioner Jensen asked what the deck will be constructed of. Mr. Gruber stated it will be a <br />concrete slab and they have two proposals for the screening alongside the patio. He reviewed their <br />proposal for a screening fence, either lattice or a wood-type offence. <br /> <br />Commissioner Jensen inquired regarding the height of the fence around the ballfields. Mr. Gruber <br />stated the perimeter fence is six feet high. He reviewed the preliminary drawing and indicated the <br />alignment of the perimeter fence and parking arrangement. He then pointed out the location of the <br />ballfield backstops which are 12 feet high with a six foot hood. The baseline fencing will extend 80 <br />feet and be six feet in height. The outfield fencing will be six feet in height with the top four feet <br />containing advertising boards. The outfield fencing will not include slatting. <br /> <br />Zoning Administrator Frolik suggested the use of green vinyl clad fending which blends in well and <br />is recommended by the Anoka County Park Department. Mr. Gruber stated he would be happy to <br />check into that option, but it may depend on the cost. <br /> <br />Commissioner Jensen noted that Anoka County is also recommending hedging. <br /> <br />Zoning Administrator Frolik stated a preference may be for green vinyl clad fencing with landscaping <br />vines on the fence. <br /> <br />Mr. Gruber stated they are aware that Anoka County is requesting additional landscaping and they <br />will be looking into that. He stated that rather than a shrub landscaping along the Traprock <br />boulevard, they would suggest pine trees. He noted the area of the future Riverdale frontage road <br />and explained their plans will accommodate that roadway and still allow for an adequate green space. <br /> <br />Planning Commission/March 12, 1998 <br /> Page 8 of 12 <br /> <br /> <br />
