Motion Carried. Voting Yes: Vice Chairperson Deemer, Commissioners LaDue, Jensen, and Terry. <br />Voting No: None. Absent: Chairperson Bawden and Commissioner Wivoda. <br /> <br />Vice Chairperson Deemer stated the intent is not to prohibit a sign on the building or a pylon sign <br />along the highway. He clarified that the Conditional Use Permit deals only with activities occurring <br />outside on the athletic fields and the indoor activities will be addressed via the liquor license. <br /> <br />Zoning Administrator Frolik requested clarification of condition 7 addressing lighting on the athletic <br />fields. Vice Chairperson Deemer requested the reference to "150 watts" be stricken. <br /> <br />City Engineer Jankowski asked if the bulbs can be totally blocked from view outside of the property, <br />in accordance with City Code standards. <br /> <br />Zoning Administrator Frolik explained the need to expand the language to address the standard <br />commercial lighting of the parking lot and special lighting permitted for athletic fields. <br /> <br />Commissioners LaDue and Jensen suggested the exact wording of Anoka County's March 12th letter <br />be considered for ballfield lighting. <br /> <br />Mr. Gruber requested the opportunity for his lighting engineer to meet with the City Engineer to <br />assure they meet the City's requirements. He stated he will agree with the recommendation of the <br />City Engineer following that meeting. <br /> <br />Motion by Commissioner Jensen, seconded by Commissioner LaDue, to amend the Conditional Use <br />Permit language of Condition 7 to insert the language being recommended by the Anoka County <br />Parks and Recreation Department as follows: "Musco Sports Cluster II with level 8 glare control, or <br />an equivalent." <br /> <br />Motion Carried. Absent: Chairperson Bawden and Commissioner Wivoda. <br /> <br />Zoning Administrator Frolik noted a concern has been expressed regarding whether the language of <br />Condition 10 is strong enough to assure cooperation to the fullest extent possible for a Mississippi <br />River bridge crossing that may be impacted by any activity on the subject property. <br /> <br />Discussion occurred that the City is not able to do more than what the condition states and this is <br />really an Anoka County issue. <br /> <br />Commissioner Terry reviewed the concerns as voiced by the residents tonight to assure each had been <br />adequately addressed.
