He stated the first issue is Highway 47 and the second issue is the <br />development agreement. <br /> <br />Councilmember Jeffrey stated he is concerned about the Highway 47 realignment. He was in <br />favor of Savannah Oaks which only generates a little traffic, but something of this magnitude on <br />this corner will dump a lot of traffic onto Dysprosium and possibly onto Highway 5. He stressed <br />the need for the speed limit on Highway 5 to be lowered to 30 mph. <br /> <br />Councilmember Strommen stated she agrees with the concerns regarding the realignment of <br />Highway 47. Regarding the design, she was very involved with the Ponds development initial <br />apartment proposal. The aesthetics with this will be a big issue. This concept plan shows a mass <br />wall, and something this Council has commented on over and over is that they are trying to avoid <br />these long, massive wall type structures, and to break things up with better aesthetics. <br /> <br />Councilmember Dehen pointed out that K. Hovnanian recently came before the Council with a <br />modification to their townhomes that included movement of the buildings forward and <br />backward, and was landscaped nicely. <br /> <br />Mr. Fink indicated the concept plan that has been presented does not show the architectural <br />features of the building clearly, the color scheme or the landscaping plan. He stated for this <br />property to achieve the density that is provided for in the zoning there will need to be a multi- <br />story structure. This concept plan includes a two-story structure that tucks garages under them <br />and elevates the building to a three-story structure. <br /> <br />Mayor Gamec indicated Highway 47 will be the number one concern on this site. <br /> <br />Mr. Fink requested information on where to locate a good resource to determine the impact of <br />the Highway 47 realignment. <br /> <br />Councilmember Elvig indicated there is a meeting scheduled for April 19th. <br /> <br />Community Development Director Trudgeon stated staff will provide Mr. Fink with the latest <br />available information regarding Highway 47. <br /> <br />Councilmember Look stated Highway 47 is important to iron out. He is also concerned about <br />the real cost to the City in purchasing a ladder truck to service three-story facilities. He would <br />like to see some compensation for the reality of the City's need to purchase this type of <br />equipment if this project proceeds to the next step. <br /> <br />Mr. Fink indicated this building would be fully fire sprinkled, and the plan provides for <br />additional space behind the building for access, which is more than the access being provided by <br />Savannah Oaks. Secondly, the municipal fees that will be paid through SAC and WAC fees, <br />trunk fees and building permits amounts to almost $1,000,000. <br /> <br />City Council Work Session / April 10, 2007 <br />Page 7 of9 <br />
