<br />Mr. Murphy stated he can address those issues. If Council would want to direct that to be done, <br />that is what he would submit. The cost at this point between engineering and architectural fees is <br />about $6,500 to $7,000, and it is hard keep pouring money in. There was a consensus at one <br />time, and with the election and new councilmembers there is not such a consensus anymore. <br /> <br />Councilmember Strommen replied there has been a consensus on the concept, but from day one <br />there have been the same concerns about the prominence of the garage doors and the massing of <br />the buildings. <br /> <br />Mayor Gamec inquired about the commercial entities that would be allowed on this site. <br /> <br />Community Development Director Trudgeon replied the property is zoned B-2 Business which <br />would allow any ofthe uses along the highway, such as a retail store, gas station or a bar. <br /> <br />Mayor Gamec pointed out that Super Bowl could expand into this area. <br /> <br />Councilmember Olson stated she agrees with Mr. Murphy that this is a type of product they do <br />not have in Ramsey. Seniors that want to move off their 2-~ acres have two choices: an <br />apartment building or to move out of Ramsey. They do not have products in the City that are <br />association maintained with a bedroom on the main floor. She believes this is the best use of this <br />property. As far as the buildings are concerned, she would suggest a hip roof over the walkway <br />back to the door to provide consistency, and with that the difference in the dormers is fine. She <br />suggested a different style of garage door on the center building. She commented there are a lot <br />of things that could be done to tweak this if Council is specific on what they want. <br /> <br />Councilmember Look stated he has gotten the impression that there is frustration with the <br />administration on this project, and there is frustration with the Council on the project. In light of <br />the Comprehensive Plan amendment coming up there is a good argument for postponing this <br />until the new Comprehensive Plan is implemented. <br /> <br />Motion by Councilmember Look, seconded by Councilmember Dehen, to deny the preliminary <br />plat and preliminary site plan of Ebony Woods until the Comprehensive Plan amendment is <br />completed. <br /> <br />Further discussion: Councilmember Jeffrey thanked Mr. Murphy for his time and effort. He <br />stated this Council has the fundamental responsibility for making the decision on this land use. <br />They have talked a lot about it and come back and forth on this project five times. He believes <br />this is likely the best use for this land. He worked with a neighborhood that had a challenge <br />where a high volume commercial use was going to be put in that was mismatched, and this could <br />potentially be that type of site. He indicated he will not support the motion on the floor. Mayor <br />Gamec commented he would look at this property being residential in a new Comprehensive <br />Plan. If this site plan does not move forward the applicant could come in with a use that would <br />be far worse than what is proposed and the Council would not have much to say about it. City <br />Attorney Goodrich suggested the motion on the floor be withdrawn in order to address the <br />request for Comprehensive Plan amendment and rezoning first. <br /> <br />City Council / April 10, 2007 <br />Page 11 of 20 <br />
