<br />Councilmembers Look and Dehen withdrew the motion and second on the floor. <br /> <br />Community Development Director Trudgeon distributed a resolution adopting findings of fact <br />and denying a Comprehensive Plan amendment to change a land use designation from Places to <br />Shop to Medium Density Residential. <br /> <br />Mr. Murphy stated if this were to be passed he would be happy to invest the money for a full set <br />of architectural plans for review by the Council. <br /> <br />Mayor Gamec indicated the question is more or less regarding the architecture. He summarized <br />the main issues that have been brought up are the landscaping, trees, garage doors and dormers. <br />There. are also councilmembers that do not think this is the appropriate use for the area and that <br />the request should not be considered until the Comprehensive Plan is completed. However, if <br />this request needs to wait until that time a commercial use could be submitted for the site. <br /> <br />Councilmember Look stated there is a lot of concern citywide about these types of <br />developments. There is a glut of these going in and people are fed up. The people within this <br />specific area have said they have million dollar homes, and questions have been drawn to that; <br />they are at least $700,000 homes, and there is a difference between $280,000 and $700,000 <br />homes. This is a valid concern. He is not saying this is not the best use for the property or thatit <br />may not be difficult building a project for this area. However, he does not see that it is prudent <br />to modify the Comprehensive Plan that is on the way out. <br /> <br />Councilmember Strommen stated she wants to be clear that she is not convinced this is not the <br />best use. She agrees with Councilmember Olsonthat single level living is a product they need in <br />the City. Her concern is the things the Council has listed here tonight are not new things; they <br />have been listed all the way along. They could go ahead and approve this subject to those <br />changes, but they have gone through five submittals and have not gotten to where the Council <br />wanted to be. They could have approved this subject to the changes with the first submittal if <br />that is the route they wanted to go. For example they had discussed landscaping between the <br />buildings to help break them up, and she does not see a lot of difference in this submittal with the <br />shrubs on the site. It includes all low shrubs and there are no trees breaking up the space. She <br />thought the Council was clear on the direction and it is not shown in this drawing. Her concern <br />would be to grant preliminary plat and trust the changes will be included when she does not see <br />the evidence that they are getting where the Council wants to be. She stated she has been <br />consistent on this issue of not wanting to approve preliminary plat when these types of details <br />have not been worked out; the City has been burned in the past. <br /> <br />Councilmember Dehen stated he agrees with not moving this along when the changes have not <br />been made to the Council's satisfaction. <br /> <br />Motion by Councilmember Dehen, seconded by Councilmember Look, to adopt the resolution <br />adopting findings, and denying a Comprehensive Plan amendment to change a land use <br />designation from Places to Shop to Medium Density Residential. <br /> <br />City Council / April 10, 2007 <br />Page 12 of 20 <br />
