<br />Further discussion: Councilmember Elvig stated he agrees there are $750,000 homes on the <br />other end of this, but that is I ~ to 2 blocks away. This property butts up to the back of Super <br />Bowl, which is a commercial property. This is a small area zoned commercial that is tucked into <br />a residential area. He believes the worst thing would be to keep this as a commercial site which <br />would allow it to become something like a Jiffy Lube. This zoning was a mistake on the <br />Comprehensive Plan and he would like to take the opportunity to rectify that mistake. He is not <br />sure if this is the best use for the property, but he cannot imagine a single family home backing <br />up to Super Bowl and achieving the dollars for this project. He can appreciate that the people in <br />this neighborhood down the street want the best project they can, and that is what they are trying <br />to do make this; aesthetically pleasing and a value to the neighborhood. This project will beat <br />many of the homes in this area, and from that standpoint they are on the right track. He believes <br />it would be a drastic mistake to keep this property commercial, and from that standpoint he will <br />be voting against the motion on the floor. <br /> <br />Motion failed. Voting Yes: Councilmembers Dehen, Look, and Strommen. Voting No: Mayor <br />Gamec, Councilmembers Elvig, Jeffrey, and Olson. <br /> <br />Community Development Director Trudgeon indicated a decision is required at this meeting <br />. unless Mr. Murphy is inclined to grant an extension. <br /> <br />Councilmember Elvig inquired about the possibility of amending the Comprehensive Plan but <br />not passing the site plan at this point. He asked whether this would provide the ability to assure <br />the applicant that the Council is consistent and willing to move forward, while at the same time <br />not moving this forward too much until the applicant proves he can satisfy the Council's <br />concerns as far as architectural standards. <br /> <br />Community Development Director Trudgeon replied if the Comprehensive Plan is amended. it is <br />required to go to Metropolitan Council for approval. Within nine months of Metropolitan <br />Council approval the property would need to be rezoned accordingly. If the classification is <br />medium density the zoning should be R-2. Any development on this property will need to be <br />processed as a PUD due to the location within the Mississippi River Overlay District. By <br />changing the land use the property will become R-2 at some point, and it would be difficult for <br />Council not to approve a submittal that meets the minimum R-2 standards with a minimum of <br />four units and a maximum of seven units. <br /> <br />Councilmember Strommen explained her vote in favor of the motion to deny was because this <br />project only needs to meet the R-2 standards if the land use designation is changed and the <br />property is rezoned. She would be concerned with having the standards set and the Council not <br />having the control they might have otherwise. <br /> <br />Mayor Gamec requested verification that the concerns are the landscaping plan, the dormers, a <br />possible change in the design of the garage doors, and staggering of the buildings. <br /> <br />Councilmember Olson indicated there is not a concern regarding the dormers, but a hip roof <br />should be included over each doorway. <br /> <br />City Council / April 10, 2007 <br />Page 13 of 20 <br />
