Case #3: Consider Ordinance to Amend Critical River Regulations <br /> <br />Zoning Administrator Frolik stated the proposal is to reduce the minimum structure setback from <br />the river to 20 feet from the bluffline and 100 feet from the ordinary high water line and eliminate <br />language that dual ownership lots are not considered buildable sites. <br /> <br />Motion by Commissioner Deemer, seconded by Commissioner Terry, to recommend City Council <br />adopt the ordinance amending critical river regulations. <br /> <br />Motion Carded. Voting Yes: Chairperson Bawderg Commissioners Deemer, Terry, Jensen, <br />LaDue, and Wivoda. Voting No: None. Absent: None. <br /> <br />Case #4: Code Enforcement Activity Report <br /> <br />Zoning Administrator Frolik stated Community Development Assistant Walther would be doing a <br />quarterly report regarding code enforcement. Community Development Assistant Walther stated <br />intentions to rapidly address open and new property complaint cases. He stated while inspecting <br />reported property complaints in violation of City code, he noticed other unreported properties <br />also out of compliance. He indicated the majority of the properties are in violation of ordinances <br />regarding junk vehicles, off-street parking of private and commercial use vehicles, condition of <br />premises, and illegal signs. He stated he would eventually be asking the Planning Commission and <br />City Council for clear direction and priorities in bringing the additional properties into <br />compliance. <br /> <br />Case #5: Monthly Status Report <br /> <br />Noted. <br /> <br />Case #6: Zoning Bulletin and Zoning News <br /> <br />Commissioner Deemer stated Page 2 of the Zoning Bulletin and Zoning News (Page 51 of the <br />meeting packet) discussed a Supreme Court decision where it was established that local legislators <br />cannot be held liable for legislative decisions. He referred to Page 59 of the meeting packet <br />regarding the Ordinance Sampler and suggested Ramsey consider purchasing reusable 4 foot by 8 <br />foot signs for posting property that is in the land use application process. The City could evoke <br />the policy and require the developer to erect the sign or pay a fee for Public Works to position the <br />sign. <br /> <br />COMMISSION INPUT <br /> <br />Commissioner Jensen stated the historic Town Hall is not aesthetically appealing and suggested <br />volunteers beautify the property over the summer months and clean up existing construction <br />debris.
