Commissioner Jensen inquired if residents could review a copy of the site plan at City Hall. <br />Zoning Administrator Frolik stated residents could review the records or receive copies. <br /> <br />Motion Carried. Absent: None. <br /> <br />Case #5: <br /> <br />Request for a Site Plan Review for a Senior Housing Facility; Case of the <br />City of Ramsey <br /> <br />Zoning Administrator Frolik stated the City is working in conjunction with the Anoka County <br />Housing and Redevelopment Authority to develop a 50 unit senior housing facility on Dysprosium <br />Street across from the City water tower. The property is approximately 3.8 acres in size and the <br />footprint of the 3 story building is 21,073 square feet, which complies with lot coverage <br />restrictions. Two accesses onto Dysprosium Street are proposed and are acceptable to the City <br />Engineer. She stated in accordance with City Code, the building and underground parking <br />entrance will also maintain a 40 to 60 foot landscaped buffer from the adjacent single family <br />homes to the south. Staff requested the landscape plan on the south property line also provide <br />conifer trees in addition to the existing Oaks to provide year-round screening. <br /> <br />Zoning Administrator Frolik explained the building would contain 29 one-bedroom units and 21 <br />two-bedroom units. By City Code standards, 86 parking spaces would be required. The plan <br />proposes 81 spaces, 56 of which are underground. The Dunbar Corporation provided staff with <br />information regarding parking provisions at the Centerville and Ham Lake sites, as well as <br />Chanhassen. The information supported that 81 parking spaces would be adequate as few <br />residents of such facilities have two cars and some have none. <br /> <br />Zoning Administrator Frolik stated City Code required an all natural or prefabricated stone <br />surface on the exterior walls; any other material required approval of the Planning Commission <br />and City Council. The building is proposed to be faced with a combination of vinyl siding and <br />brick. <br /> <br />Zoning Administrator Frolik said the Parks and Utilities Supervisor suggested the development <br />plan include a walking trail connection to the Flintwood Terrace trail on the other side of <br />Dysprosium Street. City staff recommended approval of the site plan contingent upon compliance <br />with the review letter and exterior walls faced with materials as approved by the City Council and <br />a variance to height restrictions. <br /> <br />Tom Dillon (Dunbar Development Company), John Rova (MHWB Architects), and Steve <br />Bucheck (MHWB Architects), were present. Mr. Dillon stated they were hired as consultants by <br />Anoka County to work on development projects. He explained Anoka County did a market study <br />in January, 1998, regarding senior housing.
