Motion by Commissioner Deemer, seconded by Commissioner Anderson, that Rem #23 be added <br />to the permit stating: No filling operations shall occur in designated drainage and utility <br />easements without due authorization from proper authority. <br /> <br />Motion Carried. Voting Yes: Chairperson Bawden, Commissioners Deemer, Anderson, Jensen, <br />LaDue, Terry, and Wivoda. Voting No: None. Absent: None. <br /> <br />Motion by Commissioner Anderson, seconded by Commissioner Deemer, that item ~t24 be added <br />to the permit stating: That the property shall be reviewed by the Anoka County Conservation <br />Soils District or be delineated in some acceptable manner and that being done, no fill shall be <br />allowed in a designated wetland area. <br /> <br />Motion Carried. Voting Yes: Chairperson Bawden, Commissioners Anderson, Deemer, Jensen, <br />LaDue, Terry, and Wivoda. Voting No: None. Absent: None. <br /> <br />Motion by Commissioner Deemer, seconded by Commissioner Jensen, to recommend that the <br />City Council approve the request for a conditional use permit to grade soils based on findings of <br />fact and adopt a Resolution declaring terms of same. <br /> <br />Motion Carried. Voting Yes: Chairperson Bawden, Commissioners Deemer, Jensen, Anderson, <br />LaDue, Terry, and Wivoda. Voting No: None. Absent: None. <br /> <br />Case#4: Request to Rezone Certain Property from B-1 Business to Multiple <br /> Residential; case of City of Ramsey <br /> <br />City Engineer Jankowski noted that with improvements to #5 and #47, the center line of <br />Dysprosium Street would become the east boundary of the senior housing site. When the road <br />moves, it would be possible to move the building further to the west and give more space on the <br />south for a buffer from the single family homes. <br /> <br />Motion by Commissioner Deemer, seconded by Commissioner Jensen, to recommend that City <br />Council approve the proposed rezoning from Business to Multiple Residential for a senior <br />housing facility on the Laws estate. <br /> <br />Further Discussion: Commissioner Deemer stated concerns similar to the residents regarding a <br />buffer and the noise. <br /> <br />Tim Singer, 5313 - 143rd Avenue, indicated the proposal is backwards and said residents had not <br />been properly informed regarding the senior housing site. <br /> <br />Mr. Singer asked if the entire City had been informed regarding this evening's meeting. Zoning <br />Administrator Frolik stated the public hearing is published in the City's official newspaper and <br />stated notifications are mailed 10 days prior to the meeting for residents within 350 feet of the <br />effected property. <br /> <br />Planning Commission/August 4, 1998 <br /> Page 7 of 13 <br /> <br /> <br />
