PUBLIC HEARING <br />PLANNING COMMISSION <br />CITY OF RAMSEY <br />ANOKA COUNTY <br /> STATE OF MINNESOTA <br /> <br />The Ramsey Planning Commission conducted a public heating on Tuesday, August 4, 1998, at the <br />Ramsey Municipal Center, 15153 Nowthen Boulevard NW, Ramsey, Minnesota, regarding a <br />request to rezone the Ramsey Senior Housing site from B-1 Business to Multiple Residential; case <br />of the City of Ramsey. <br /> <br />Members Present: <br /> <br />Chairperson David Bawden <br />Commissioner Leo Anderson <br />Comnuss~oner Benjamin Deemer <br />Commissioner Sharon Jensen <br />Commissioner Charles LaDue <br />Commissmner Michael Terry <br />Commissioner Joe Wivoda <br /> <br />Members Absent: <br /> <br />None <br /> <br />Also Present: <br /> <br />Zoning Administrator Sylvia Frolik <br />Community Development Assistant Scan Walther <br />City Engineer Steven Jankowski <br /> <br />CALL TO ORDER <br /> <br />Chairperson Bawden convened the public hearing at 7:40 p.m. <br /> <br />PRESENTATION <br /> <br />Zoning Administrator Frolik explained City Council had been actively pursuing development of a <br />senior housing facility in Ramsey since April, 1997. These efforts included a market study, <br />allocation of Community Development Block Gram (CDBG) funds for land acquisition, <br />participating in the Anoka County Housing and Redevelopment Authority levy for such a project, <br />and a site search and selection. Those efforts resulted in the City Council selecting a portion of <br />the Laws estate across the street from the water tower as the site for a senior housing rental <br />project. The site is zoned B-1 Business and requires a rezoning to Multiple Residential to <br />accommodate a 50 unit senior housing building. <br /> <br />CITIZEN INPUT <br /> <br />Denise Albrecht, 5313 - 143rd Avenue, stated she lives behind the proposed site and opposes the <br />location. She stated the lot currently had trees and is aesthetically appealing. She indicated <br />concern that the senior housing would end up as low income housing if units were vacant.
