Ms. Albrecht stated traffic on Dysprosium Street is terrible and would be made worse with the <br />senior housing building. She indicated the speed humps on Dysprosium do not slow traffic. She <br />stated the site is not on a bus line or near a shopping facility for the seniors convenience. <br /> <br />Vicky Violet, 5304 - 143rd Avenue NW, inquired regarding the implications to Ramsey ifa senior <br />housing site is not constructed. Zoning Administrator Frolik stated the City is mandated by the <br />Metropolitan Council and Livable Communities Act to provide a certain amount of life-cycle <br />housing. <br /> <br />Ms. Violet asked what locations were considered for the site. Community Development Assistant <br />Walther stated two additional sites were considered: The comer of County Road 116 and <br />Highway 47 behind the Riversbend Shopping Mall; and 153rd Avenue and Highway 47. <br /> <br />Ms. Violet stated preference for the facility to be located near Rivers Bend because that location <br />is on the bus route. She stated concern regarding traffic issues along Dysprosium Street and <br />indicated requesting a traffic control. She stated it is difficult to exit the development, cross <br />County Road 116, or merge onto Highway 47. <br /> <br />Chair Bawden stated the site near Rivers Bend is park land and cannot be considered for the <br />senior housing facility. <br /> <br />City Engineer Jankowski addressed traffic concerns by stating that the intersection of County <br />Road 116 and Dysprosium Street is studied by the County and met warrants for a stop light. <br />However, there were 21 locations within the County that met the warrants and only four would <br />be funded in 1998. He stated Highway 47 and County Road 5 would be signalized in the fall of <br />1999. <br /> <br />Jeff Severson, 5275 - 143rd Avenue, stated concern regarding the three story structure near an <br />area with single story homes and said the building would take away from the profile of the <br />neighborhood. He questioned where the runoff from the parking lot would flow and indicated the <br />pond adjacent to the site tends to overflow in the spring. <br /> <br />City Engineer Jankowski stated there is a large depression and water drains to this natural low <br />point. An outlet would be provided to ensure that homes would not flood. <br /> <br />Mr. Severson stated there is a considerable amount of trees on the site which shield adjacent <br />homes from traffic and noise. He questioned how many trees would be removed and asked ifa <br />noise barrier would be installed. <br /> <br />Edward Whitsitt, 5293 143ra Avenue NW, stated the senior housing site would take away from <br />his privacy and may lower his property value for future resale. He stated if the site is constructed <br />he would like a buffer between the facility and homes. <br /> <br />Zoning Administrator Frolik stated City Code requires a landscaped 40-foot buffer between single <br />family and multiple residential uses.
