Absent: Commissioners Anderson, Terry, and Wivoda. <br /> <br />NOTE CITY COUNCIL MINUTES <br /> <br />The Planning Commission noted the following City Council Minutes: <br /> <br />1) City Council public hearing and regular meeting minutes dated July 28, 1998. <br /> <br />2) City Council public hearing and regular meeting minutes dated August 11, 1998 (DRAFT). <br /> <br />COMMISSION BUSINESS <br /> <br />Case #1: Exterior Architectural Design Standards; Case of City of Ramsey <br /> <br />Community Development Assistant Walther explained his research of exterior architectural <br />design standards and review procedures for non-residential zoning districts of various <br />communities, including Tempe, Arizona. Design standards improve City image, promote quality <br />and life of exterior building materials, improve aesthetics, and protect sensitive areas of the city <br />such as historic districts, natural areas, scenic vistas, etc. Research indicated that exterior <br />building design requirements promote the use of non-combustible, non-degradable, and <br />maintenance-free construction materials. Design standards also include signage, landscaping, <br />screening, curbing and paving parking and display areas, and exterior lighting. Communities <br />generally require that design of buildings and exterior building materials be compatible with <br />surrounding land uses. Materials currently permitted by Ramsey City Code were outlined. <br /> <br />Discussion ensued regarding exterior building materials and their compatibility to the <br />surrounding area. Commissioner Jensen had no objection to color-impregnated concrete blocks, <br />however, she opposed painting of concrete blocks.
