Chairperson Bawden stressed the need to be specific in the ordinance so builders are aware of the <br />requirements, as he didn't believe the City should be requiring builders to do something that isn't <br />in the ordinance. <br /> <br />Mr. Walther stated the reason for considering any changes at this time is so they can be included <br />as part of the vision statement for the upcoming comprehensive plan amendment. <br /> <br />Chairperson Bawden reiterated that these standards should be included in the upcoming proposed <br />ordinance amending Chapter 9 so they won't be at the whim of whatever Council is in control at <br />the time. <br /> <br />Motion by Commissioner Deemer and seconded by Commissioner Jensen to add wording to the <br />proposed ordinance amending Chapter 9 indicating that color rendering and/or color samples are <br />required in the site plan review process for the purpose of ensuring compatibility with <br />surrounding uses. <br /> <br />Motion carried. Voting Yes: Commissioners Deemer, Jensen, and LaDue. Voting No: <br />Chairperson Bawden. Absent: Commissioners Anderson, Terry, and Wivoda. <br /> <br />Staff was directed to present to the Planning Commission at their October meeting the site plan <br />review section of the ordinance, as currently proposed to be amended, along with the color <br />rendering requirement. <br /> <br />Commissioner Jensen mentioned that Ramsey's Code does not indicate what is not allowed, and <br />she noted that Bumsville City Code states, "Under no circumstances shall sheet or corrugated <br />aluminum, asbestos, iron, plain or painted concrete block be deemed acceptable as major exterior <br />wall materials on buildings within the City." <br /> <br />Chairperson Bawden suggested it's better to be flexible and look at what is being proposed. If <br />we aren't flexible enough, we are going to be constantly changing Code to go along with new <br />technology that comes along. <br /> <br />Zoning Administrator Frolik suggested performance standards versus permitted uses. <br /> <br />Commissioner Deemer questioned going to the extent of measuring color shade and intensity. <br /> <br />Commissioner Jensen disagreed with going to the extent Sedona, Arizona did by stating a color <br />chart, but doing something that takes out the surprise. <br /> <br />Ms. Frolik also suggested discussing roof line materials and color compatibility when <br />considering the site plan review changes. <br /> <br />Mr. Walther stated these requirements will help gain control of the "downtown" area and a <br />possible "historical downtown area," however there still remains the concern with regard to code <br />enforcement of smaller businesses in residential areas.
