questioned if proposed slgnage on the fence would cause damage and requested an independent <br />fencing contractor be contacted for views on signs versus vines. <br /> <br />Ms. Henke stated the south and west trees would do nothing for shielding Alpaca Estates and <br />requested the 30 four foot trees be put on the west and south side of the Sports Bar. She stated <br />the City needs to be concerned with what people are seeing as they drive through Ramsey. She <br />suggested the Planning Commission and City Council see colored renderings prior to construction <br />approval. She requested the agreements made be adhered to rather than compromising again. <br /> <br />Commissioner Anderson stated this was a controversial issue, however, agreed that the original <br />site plan should be followed. Community Development Director Sherman stated it is not unusual <br />to have changes to a site plan. The City has a long term goal of increasing the quality along <br />Highway 10. She stated uncertainty of how the City could have increased the costs to the site by <br />$247,000 and said changes in grading occur on sites and ponding is mandatory on all sites. <br /> <br />Community Development Assistant Walther stated this site met with challenges because they <br />needed to apply for a conditional use permit for the ball fields and exception during a moratorium. <br /> <br />Mr. Gruber stated the extra expense was mainly because they were required to submit the plan to <br />the State due to the facility's large size. The State and the Lower Rum River Watershed <br />Management Organization returned comments indicating the plan submitted was not allowed. <br /> <br />Commissioner LaDue stated if an accessory structure could be built with compliance to the Code, <br />it could be done without Planning Commission approval or denial. <br /> <br />Mr. Gruber stated the signs would be going on the outfield fences which were designed for <br />billboards. There would be an external fence behind the outfield fence. He stated the back of the <br />signs would be painted green. He stated all promises made to neighbors have been kept. <br /> <br />Motion by Commissioner Jensen, seconded by Commissioner Anderson, that 18 four foot tall <br />deciduous trees be planted on the property's western boundary for screening and noise abatement <br />and a modification be made to the site plan to not plant additional trees on the Highway 10 side of <br />the property. <br /> <br />Motion Carried. Voting Yes: Acting Chairperson Deemer, Commissioners Jensen, Anderson, <br />LaDue, and Wivoda. Voting No: None. Absent: Chairperson Bawden. <br /> <br />Motion by Commissioner Jensen, seconded by Commissioner Anderson, that the alterations to the <br />fence and vining on the south side of the fence be tabled until landscape renderings are received. <br /> <br />Motion Carried. Voting Yes: Acting Chairperson Deemer, Commissioners Jensen, Anderson, <br />LaDue, and Wivoda. Voting No: None.
