Additionally, development can be <br />expected to occur on the vacant lot between The Diamonds and Alpaca Estates which will most <br />likely totally obscure view of The Diamonds from Alpaca Estates. Also, development that occurs <br />on the vacant lot will have to provide a 40 foot wide landscaped buffer along the common <br />property line with Alpaca Estates. <br /> <br />Motion by Commissioner LaDue, seconded by Commissioner Wivoda, to approve the <br />modification to the landscape plan for Diamonds Sports Bar & Grill to eliminate the requirement <br />for establishing vining on the west and south fence lines. <br /> <br />Motion Carried. Voting Yes: Acting Chairperson Deemer, Commissioners LaDue and Wivoda. <br />Voting No: Commissioner Anderson. Absent: Chairperson Bawden and Commissioner Jensen. <br /> <br />Case #6: Request for Site Plan Review; Case of Sharp and Associates <br /> <br />Zoning Administrator Frolik stated a request was received for site plan review and approval from <br />Dennis Sharp of Sharp and Associates. The plan proposes to construct an office/warehouse <br />facility on Lot 2 of Block 1 in the Business Park 95 Fifth Addition. The site plan proposes a <br />20,832 square foot building, which is in compliance with the 35-percent lot coverage restriction. <br />The plan shows two accesses onto 140th Avenue. Four loading docks are proposed on the rear <br />or south wall and one overhead door is proposed on both the east and west ends of the building. <br />All driveways, parking areas and loading areas are proposed to be surfaced with bituminous and <br />finished with B-612 concrete curbing. <br /> <br />Zoning Administrator Frolik explained three waste storage areas are proposed and the <br />construction materials are painted concrete block with cedar gates. The Landscape Plan complies <br />with the 20 foot wide landscape area requirement along 140th Avenue. Staff has suggested the <br />addition of some trees on the east and west property lines to intensifiy screening activity at the <br />overhead doors. She indicated there needs to be some discussion on the number of parking <br />spaces provides and explained the formula used for determining parking. <br /> <br />Mr. Sharp stated parking had been determined based on one space per 400 square foot of office <br />space and one space per 1,000 square foot of warehouse space. He indicated there are presently <br />three interested parties in the building and said he did not anticipate more than 20-percent to be <br />used for office space. He indicated the proposed 52 parking spaces would be excessive for 20- <br />percent office space. Community Development Assistant Walther stated concern that there would <br />be insufficient parking space. Mr. Sharp said additional spaces could be provided in the future if <br />needed. <br /> <br />Zoning Administrator Frolik stated Ramsey's code doesn't establish a formula for warehouse <br />space parking. <br /> <br />Motion by Acting Chairperson Deemer, seconded by Commissioner LaDue, that City Council <br />approve the proposed site plan for Sharp and Associates in Business Park 95 Fh°th Addition <br /> <br />Planning Commission/November 2, 1998 <br /> Page 8 of 11 <br /> <br /> <br />
