contingent upon compliance with the City Staff Review Letter dated October 30, 1998; and, that <br />Staff be directed to design a formula for warehouse parking requirements. <br /> <br />Motion Carried. Voting Yes: Acting Chairperson Deemer, Commissioners LaDue, Anderson and <br />Wivoda. Voting No: None. Absent: Chairperson Bawden and Commissioner Jensen. <br /> <br />Case #7: Request for Site Plan Review; Case of North Country Concrete, Inc. <br /> <br />Zoning Administrator Frolik stated a request was received for a site plan review and approval <br />from Karl Virkus of North Country Concrete. The plan proposes to construct an <br />office/warehouse building on Lot 4, Block 1, Gateway North Industrial Park. The site is <br />approximately 1.9 acres in size and the building will be 6,528 square feet in size. This converts to <br />a lot coverage of 23-percent which is in compliance with City Code. The exterior walls of the <br />building are proposed to be a combination of brick and stucco. The building will not exceed the <br />35 foot height restriction. <br /> <br />Zoning Administrator Frolik explained the plan shows one access onto 143rd Avenue NW and <br />two accesses onto Jaspar Street NW. Code states that loading doors should be located on the <br />rear wall of buildings. The proposed building will have three overhead doors on the front wall <br />and three on the rear wall. The level of activity anticipated at the overhead doors on the front <br />wall is unknown. <br /> <br />Zoning Administrator Frolik said the driveways and customer/employee parking areas are <br />proposed to be surfaced with bituminous and finished with concrete curbing, and the site plan has <br />been modified to specify B-612 concrete curbing. The plan proposed 23 off-street parking spaces <br />and staff cannot confirm that this number is sufficient because the number of employees is not <br />noted on the site plan. The applicant is proposing that the 30,000 square foot staging area on the <br />south side of the building be surfaced with crushed concrete because their track equipment will <br />destroy a bituminous surface. Waste storage areas will be provided for inside the staging area. <br />The site plan has been modified to specify the construction materials used on the waste storage <br />containment area all be brick and straw. <br /> <br />Zoning Administrator Frolik indicated the Landscape Plans comply with the 20 foot wide <br />landscape area requirement along 143rd Avenue and Jaspar Street. The applicant is also <br />proposing to screen the staging area on the south side of the building from the public road and <br />adjacent properties. The landscape plan needs to be modified to include the species, number, and <br />size of plantings proposed. The submittal is deficient of a grading and drainage plan that will be <br />subject to the approval of the City Engineer. <br /> <br />Community Development Assistant Walther indicated diagrams of the lighting fixture <br />specifications were received. Acting Chairperson Deemer reviewed the diagrams of the wall <br />mounted lights and indicated they met every aspect of the code as intended. <br /> <br />Planning Commission/November 2, 1998 <br /> Page 9 of 11 <br /> <br /> <br />
