Discussion ensued regarding appropriate densities, why the minimum is 5 units per acre
throughout the Plan, and the appearance of rewarding higher densities and lower end
housing.

Mr. Scheib explained that many communities use density bonuses for affordable housing
because land values are so high. With density bonuses, the developer than put the
savings into building better quality affordable housing.

Mr. Hendriksen stated that the Plan needs to mandate open spaces, otherwise develoPers
will fill up the open spaces with housing units.

Discussion ensued regarding the possibility of scaling back the number of references in
the document to 'affordable housing' or at least reiterating throughout what is considered
affordable today as established on page 64 ($120,000 owner occupied/S685 per month
rental). Consensus was to include some language in the document to pursue a balance
between upscale homes and affordable housing.

Comments also suggested including, language to pursue the types of commercial
development that require more technical, higher paying jobs.

A review of 'Permanent Rural Policies' and 'Permanent Rural Performance Criteria' on
pages 32 and 33 commenced.

Consensus was to delete the word 'permanent' from 'Rural Policies' and 'Rural
Performance Criteria' because the text applies to both Rural Developing and Rural
Preserve areas.

Consensus was to amend the 4th sentence under 'Urban/Rural Residential Transition' on
page 35 to clarify that these areas are not exclusively located along the edges of the urban
services boundary.

Consensus was to amend the 'Density' table on page 37 from 5 units per acre to 3 units
per acre under Urban/Rural Transition, and give bonuses beyond 3 units for affordable
housing.

Consensus was to eliminate the reference to 'project scale' in Item #1 under 'Urban/Rural
Residential Transition Performance Criteria' on page 35.

Consensus was to eliminate reference to 'maximum practical extent' in Item #7 under
'Urban Residential Policies' on page 36.

Consensus was to replace reference to 'medium and low density housing developments'
in Item #2 under 'Urban Residential Policies' on page 36 with 'housing types'.
