Case #4: Zoning Bulletin <br /> <br />This information was noted. <br /> <br />Case #5: Reeonvening of the Public Hearing for the Proposed Comprehensive Plan <br /> <br />Chairperson Deemer closed the regular portion of the Planning Commission meeting at 8:50 p.m. <br />in order to reconvcne the public hearing for the proposed Comprehensive Plan. <br /> <br />Chairperson Deemer called the special Planning Commission meeting back to order at 8:58 p.m. <br /> <br />Community Development Director Sherman stated that the situation brought up by Mr. John <br />Enstrom and discussed during the public hearing was a prime example of where cluster housing <br />can be utilized in the Comprehensive Plan. Unusable land can be considered as part of the gross <br />area of a development. In order for the City to look at the complete area for development, there <br />must be some type of agreement between the landowners. <br /> <br />Commissioner Anderson asked if the area under discussion is proposed as a change from the <br />current Comprehensive Plan, and Zoning Administrator Frolik replied that it is not. <br /> <br />Chairperson Deemer agreed that thc new Comprehensive Plan may provide more tools and <br />options than are available with thc current Plan. He did stress that the area in question would be <br />permanently rural; in other words, there will be no sewer and water. <br /> <br />Mr. Enstrom suggested the possibility of connecting with Elk River's sewer and water system. <br />Chairperson Deemer stated Elk River doesn't have the capacity; they already cut off Otsego. <br />Mr. Enstrom suggested looking at adding something to their plant. <br /> <br />Chairperson Deemer explained that Elk River is not under thc restrictions of Metropolitan <br />Council, however, the City of Ramsey is. <br /> <br />Discussion ensued regarding cluster housing, and Ms. Sherman displayed examples of a <br />development site that utilized cluster housing and how it differed from the more standard land <br />usage. <br /> <br />Thomas Williams, 5180 157~ Lane NW - suggested the use of shared septic systems, and Ms. <br />Sherman agreed there was the possibility to utilize community systems. <br /> <br />Chairperson Deemer stated he felt there should be another public hearing. <br /> <br />Ms. Sherman stated staff suggests the Planning Commission request an extension from the <br />Metropolitan Council, and then the Plan would be brought back to the Commission in February. <br />Should there be substantial changes, there would be another public hearing at that time. <br /> <br />Planning Commission/December 3, 1998 <br /> Page 7 of 9 <br /> <br /> <br />
