Commissioner Jensen suggested considering it as a requirement in retention areas.

Ms. Frolik stated that it is only a requirement in Business Park 95.

City Attorney Goodrich agreed that it should be required in the overall ordinance.

Discussion ensued regarding reference to the color-rendering requirement. Consensus of the
Planning Commission was that color rendering shall be mandatory and colored material samples
shall be optional unless specifically requested by the City.

Commissioner Anderson directed that Subd. 1, c.2 should read "Location and site of any on-site
septic system(s), plus..."

Commissioner Anderson noted that reference to amount of fees was removed.

Ms. Frolik explained that the City adopts a fee schedule every year, so any references to fees
were taken out of Chapter 9 to avoid the need for ordinance amendments when fee amounts
change.

Commissioner Anderson suggested referencing the fee schedule somewhere in the document.

Commissioner Wivoda questioned whether the requirement of a topographical map and grading
plan would include depiction of the location of trees.

Ms. Sherman replied that the landscape plan includes the trees.

Commissioner Wivoda stated his concern was about existing trees, not trees that would be
salvaged.

Commissioner Dempsey referenced the last paragraph of Subd. 3, and suggested adding language
regarding partial completion and partial releases.

Chairperson Deemer directed amending the 2na sentence of Subd. 4, c.2 to read "Parking and
maneuvering areas adjoining..."

Commissioner Jensen questioned the addition of the language "whenever possible" to Subd. 4,
d. Chairperson Deemer discussed a situation which prompted the need for such language,
wherein drive-thru doors were necessary. Ms. Frolik also mentioned a situation where overhead
doors are needed, not necessarily for loading, but for gaining entrance.

Motion by Commissioner Anderson and seconded by Chairperson Deemer directing staff to draft
the appropriate ordinance based on the modifications requested herein and to schedule a public
hearing to formally review the revisions at the next regular meeting.

Motion carried. Voting Yes: Chairperson Deemer, Commissioners Anderson, Dempsey, Jensen,
LaDue, and Wivoda. Voting No: None. Absent: Chairperson Bawden.

Planning Commission/December 3, 1998
