<br />Preliminary Plat and Preliminary Site.Plan Review: Symphony At Town Center <br />April 26, 2007 <br />Page 2 of7 <br /> <br />3. Lots: The preliminary plat is proposing to replat Lots 5 through 11, Block 3; Lots 1 through <br />12, Block 2; Ramsey Town Center 7th Addition into 14 lots that will accommodate 6 <br />rowhouse and 8 back-to-back home products. <br /> <br />4. .Setbacks: The TC4-b Zoning District requires the following setbacks: <br /> <br />Front yard <br />Side yard <br />Rear yard <br /> <br />o to 20 feet as measured from building front to edge of sidewalk; <br />None, unless required by building code; <br />None, unless required by building code. <br /> <br />Block 1 - As with the Ramsey Town Center 7th Addition, the higher priority is to position <br />buildings within 20 feet of the property line or sidewalk edge along the main public corridors. <br />Two of the back-to-back buildings on Block 1 are architecturally oriented towards Bunker <br />Lake Blvd. and meet the 20 foot maximum front yard setback. The architectural front of the <br />middle building is oriented towards 146th Lane N.W., a private street. This building is about <br />27 feet from the sidewalk edge on 146th, but only 10 feet from the property line along <br />Bunker Lake Blvd. The alternating architectural orientation and positioning provides for a <br />mix in .the view both from Bunker and 146th; however; that mix makes it necessary to apply <br />the front yard setback for the middle building to the south yard. That building is located <br />approximately 27 feet from the edge of sidewalk; there is flexibility to move that building <br />south enough so that it is within 20 feet of the sidewalk edge on 146th while maintaining a <br />maximum setback of 20 feet from Bunker Lake Blvd. This would eliminate the alternating <br />positioning plan between the 3 buildings. Another option is flip the building 180 degrees so <br />all architectural fronts face Bunker Lake Blvd. In this case there would be no maximum <br />setback from the sidewalk on 146th and the undulating positioning could be retained, but the <br />alternating architectural view from the streets would be eliminated. Staff's interpretation of <br />the Town Center Guidelines would favor orientation of all of the building fronts towards <br />Bunker Lake Blvd. <br /> <br />Block 2 - The ~tructures fronting on l46th Avenue N.W. and Traprock Street N.W. all <br />comply with the 20 foot maximum setback. The most southeastern back-to-back building <br />fi-onting on East Ramsey Parkvvay has one corner of the building that is 24 feet from the <br />property line and the other comer is 17 feet from the property line. The average setback for <br />tins building is 20.5 feet. The Town Center Guidelines allow for a deviation in setback <br />maximums if no more than 25% of the building is beyond the maximum setback. It is Staff's <br />opinion that the placement of this building is acceptable and does not require a variance. The <br />rowhouse building in the southeast corner of Block 2, fronting on Rhinestone Street N.W., is <br />26 feet from tile property line along East Ramsey Parkway. Town Center Guidelines <br />recommend building to the corners of each block. Staff interprets that guideline to suggest <br />that tile rowhouse at the southeast corner of Block 2 should be shifted south to bring it to <br />within 20 feet of the property line along East Ramsey Parkway. Because of the curve in East <br />Ramsey Parkway, one corner of the building may meet the 20 foot maximum but tile other <br />corner may exceed that maximum setback.
