The rowhouse building at the northeast corner of Block 2 <br />received a variance to the maximum setback from Rhinestone Street with the plat of Ramsey <br />Town Center 7th Addition. That variance shall remain in effect. <br /> <br />Development guidelines discourage large spaces between buildings that front on streets. <br />There are a couple of 30'-40' gaps on the east end of Block 2. A connector sidewalk <br />traverses one of those areas. The Development Guidelines also encourage pockets of <br />greenspace and in Staff's opinion, these spacing gaps are acceptable. <br /> <br />5. Public Streets: The replat area lies west of Rhinestone Street N.W., north and south of 146th <br />Avenue N.W., north of East Ramsey Parkway, and east of Traprock Street N.W. All of these <br />streets have been constructed with the development of Ramsey Town Center 7th Addition to <br />this point. The change in house product did require a reconfiguration of the private streets, in <br />the affected areas, from that which was approved in Ramsey Town Center 7th [mal plat. The <br />Developer is responsible for the construction of the private streets. <br /> <br />The turn lanes at Town Center Drive and Bunker Lake Boulevard were to have been <br />constructed as part of the first phase of the development. This work is required by Anoka <br />County and must be completed as soon as possible. <br /> <br />6. Private Streets: The table below indicates City Code requirements for private street lengths: <br /> <br />Maximum private street length without a 1200 feet <br />turnaround provided <br />Maximum private .street length with a 300 feet <br />turning provision provided <br />Maximum private street length with a cul- 600 feet, when exceeding the 300 foot length <br />de-sac provided requirement, the private street width must be <br /> 32 feet. <br /> <br />All of the private streets are 24 feet \vide. City Code prohibits on-street parking on 24 foot <br />. wide private streets. The Development Contract will require all private streets to be signed <br />for "No Parking". The Developer will be responsible for the cost of the signs, including <br />installation, as a Stage I Improvement in the Development Contract. The Homeowners <br />Association will be responsible for the ongoing maintenance costs associated with the signs. <br /> <br />The naming of the private streets must be in accordance with the County street grid system. <br /> <br />7. Open Space: The Town Center Development Review Guidelines encourage the integration <br />of private courtyards and pocket parks .within the TC-4 Neighborhood District. These small <br />green areas provide important breathing space, contribute to stormwater management, and <br />offer additional recreational amenities to serve the building tenants.
