meetings with the town they had wanted a commercial center, and this is basically what they
have now gone through 3 ~ to 4 months of drawing up plans and working on.

Mr. Lindberg stated the commercial center was not supposed to be here. He asked what the
community can do to stop this, or at least control some of this development, in particular this
pIece.

Chairperson Nixt replied the residents are doing that by voicing their opi11ion. They can also talk
to their councilmember at large and the councilmember representing their ward and ask them to
consider appropriate land uses that are within the land use designation. He indicated from his
point of view this is zoned properly. He asked if commissioners have reasons why the
Commission as a planning body should not recommend approval of this development.

Commissioner Hunt commented he thought this would be a nice addition to that type of an area
that would be walkable for the residents. With the number of residents on that side of the
highway that it could very well fit with a neighborhood type of a setting, rather than having to get
into their cars and drive somewhere like Target.

Commissioner Levine stated the Commission looked at this before and the developer did a nice
job laying it out; he thinks it will be an attractive area to shop in.

Commissioner Cleveland indicated at the last meeting the Commission was pleased with the
outcome that tins would meet the needs of the neighbors with shopping, entertai11ment, and drug
stores, and the residents being able to reach it all by walking. The area the residents are
concel11ed with that COllilects the buildings was actually a recommendation from the Commission
to keep the children and adults from having to cross a street to get to the shopping area.

Chairperson Nixt explained tlns process takes time and the objections of the residents are noted.
The residents have the opportunity to speak with their City Council representatives if they have
issues. He understands this is troubling; land use in many cases upsets individuals. The issue he
has is that this should not have been a surprise; this land use occurred when tIns property was
platted before these homes were purchased. While he understands the residents that are present
do not prefer this commercial use, the process they are going through is their way of voicing
those opi11ions.

Commissioner Cleveland explained the Comnnssion had actually recommended that somethi1lg
better be included to make this more conducive for the residents to walk to. She suggested
residents may want to contact their councilmembers and bring in real estate experts and ask them
their opinion of whether this would depreciate property value or increase it. She stated this
proposal meets all the requirements set forth by the zoning ordinance and the recommendation
will likely be made to move forward on this.

Chairperson Nixt stated he has been adjacent to a land use he did not agree with. He fought that
land use and prevailed. The residents should understand the power of their consistency if they
oppose tlns with continued vocalization. The Commission can only do witlnn the limits of what
they have been given direction to do.

Planning Commission/April 5, 2007

P16
