He suggested elimillation of <br />most of the glass in this areawith ambient lighting being incorporated. <br /> <br />Motion by Chairperson Nixt, seconded by Commissioner Levine, to recommend that the City <br />Council approve the prelinllnary site plan for the Hack Center, contingent upon compliance with <br />the City Staff Review Letter dated March 30, 2007, and contingent on the following: 1) explore <br />options for combing the western access ith the Village Bank access; 2) relocation of the loading <br />dock that is adjacent to Jaspar Street and 138th Avenue; 3) reconfiguration of the patio area and <br />building elevation located in the northwest COl11er of the site to provide for less visibility into the <br />restaurant. <br /> <br />Motion Carried. Voting Yes: Chairperson Nixt, Commissioners Levine, Brauer, Cleveland, <br />Hunt, and Trites Rolle. Voting No: None. Absent: Commissioner Van Scoy. <br /> <br />Chairperson Nixt stated the residents with concerns should work with their City Council <br />representatives and staff, and talk with the developer. <br /> <br />Case #5: <br /> <br />Request for Sketch Plan Review of Ramsey Town Center 12th Addition; Case <br />of Crest View Senior Communities <br /> <br />Associate Planner Geisler indicated Case Nos. 5 and 6 will be discussed together. She stated <br />Crest View Senior Communities has submitted a minor plat application along with their site plan <br />submittal to construct a multi-story sel1ior housing and assisted living complex on a portion of <br />Outlot AA of Ramsey Town Center Addition. The subject property is located south of Sunwood <br />Drive, east of the Municipal Center. The sketch plan is proposing to resubdivide Outlot AA of <br />Ramsey Town Center Addition to create one buildable lot and one outlot. The total area of the <br />plat is about 9.4 acres. The new lot for the Crestview facility will be about 4.1 acres. There are <br />no minimum lot size requirements in the TC-l subdistrict, though new lots must be at least 20 <br />feet wide and 80 feet deep, which both lots meet. Ms. Geisler stated Outlot AA is bounded by <br />Sunwood Drive on the north, Rhinestone Street on the east, and Civic Center Drive on the south. <br />Right-of-way for all these streets was platted with the original Ramsey Town Center Addition. <br />Rhinestone Street is not currently constructed, but will be by the City per the Town Center <br />Master Development Agreement. Ms. Geisler advised the sketch plan generally conforms to the <br />To'\!Vl1 Center master plan and standards established in the TC-l District, therefore staff is <br />recommending that the plat move forward in compliance with the City Staff Review Letter. <br /> <br />Case #6: <br /> <br />Request for Preliminary Site Plan Review of Crest View at Ramsey Town <br />Center; Case of Crest View Senior Communities <br /> <br />Associate Planner Geisler stated Crest View Senior Communities has submitted a site plan and <br />minor plat application to construct a multi-story senior housing and assisted living complex on a <br />portion of Outlot AA of Ramsey Town Center Addition. The subject property is located south of <br />Sunwood Drive, east of the Municipal Center. The proposed building includes three distinct <br />sections: independent senior living (103 units) fronting Sunwood Drive, a Commons area that <br />will include congregate dining and other services, and an Assisted LivinglMemory Care wing (49 <br />units) which will wrap back around towards Rhinestone Street and Civic Center Drive.
