<br />commercial practices of companies normally engaged in the business of providing <br />commercial signs, using materials designed and marketed specifically for use on outdoor <br />sIgns. <br /> <br />Subd. 2. In addition to complying with the provisions of this ordinance, <br />all signs shall be constru~ted in accordance with the applicable provisions of the 1991 <br />Edition of the Uniform Sign 'Code and State Electrical Code and as subsequently <br />amended. <br /> <br />Subd. 3. All signs shall be located in such a way that they maintain <br />horizontal and vertical clearance of all electrical power lines, and communication lines. , <br /> <br />Subd.4. All signs and their supporting structures shall maintain clearance <br />and non-interference with all surface and underground facilities and conduits for water, <br />- sewage, gas, electricity, or communications equipment or lines. In addition, the <br />placement of all signs and their supporting structures shall not interfere with natural or <br />artificial drainage or surface or underground water. <br /> <br />Subd. 5. All signs, except those attached flat against the wall of a <br />building shall be constructed to withstand minimum wind loads as follows: <br /> <br />a. Solid Signs. Thirty (30) pounds per square foot per face of the sign. <br /> <br />b. Open Signs. Thirty-six (36) pounds per square foot of the total face <br />area of the letters and other sign surfaces, or ten (10) pounds per <br />square foot of the gross surface area of the sign, whichever is <br />greater. <br /> <br />9.12.13 <br /> <br />Non-conforming Signs <br /> <br />Subdivision 1. Any permanent type sign lawfully existing prior to the <br />adoption of this Section that does not meet the standards of this Section shall be <br />considered legal non-conforming and shall be allowed to continue in use. Other than for <br />change of copy or normal maintenance, a legal non-conforming sign shall lose the <br />designation "legal non-conforming" if the sign is discontinued for a period of sixty (60) <br />days, expanded, relocated, replaced, altered, or damaged by more than fifty percent <br />(50%) of the sign market value. If any property use or business changes ownership, all <br />Business Signs on that property shall be brought into conformity with this Section within <br />twelve (12) months of the date on which use or ownership changed. <br /> <br />Subd. 2. Any permanent type sign unlawfully existing at the time of <br />adoption of this Section shall be considered illegal non-conforming and shall be brought <br />into conformity with this Section within nine (9) months of the date on which this Section <br />becomes effective. <br />
