CASE # 42" • REQUEST TO CONSIDER ADOPTING RESOLUTION IN SUPPORT OF INCORPORATING ACTIVE LIVING INTO THE COMPREHENSIVE PLAN By: Breanne Dalnes, Associate Planner Background: Since the fall of 2006, Staff has been attending seminars sponsored by Blue Cross Blue Shield (BCBS) that highlight the importance of integrating public health and planning. The series has included discussions entitled "Safe Routes to School" and "Land Use Practices for Active Living." In the process of attending these workshops, Staff became aware that Blue Cross Blue Shield has published a Request for Proposals (RFP), with the last round to be selected in June of 2007. The RFP is asking for proposals that outline how the applicants would, through their comprehensive plans, encourage an increase in physical activity through land use, transportation, facilities, and park and recreation planning. Staff is proposing to submit a proposal in response to the RFP. If the City of Ramsey were chosen to become a partner city with BCBS, the City would be required to enter into a contract with BCBS, outlining how we would utilize their financial resources to produce a more active community. Upon entering into the contract, the City would receive a stipend ranging from $5,000 to $75,000, depending on the scope of the proposal and the remaining funds available, to be used toward updating the Comprehensive Plan. Staff will report to Council on the proposed scope of work as part of receiving authorization to. enter into any contract with BCBS. • Recommendation: Staff recommends commitment on behalf of the City Council to consider incorporating active living principles into the Comprehensive Plan, if the City is selected for this opportunity.. Funding Source: Staff time would be required to prepare the proposal. Council Action: Motion to: Adopt Resolution 4- 07 -05- in support of planning efforts that encourage active living and authorizing staff to prepare a proposal in response to the Blue Cross Blue Shield Request for Proposals.
