CASE # 42" <br />• REQUEST TO CONSIDER ADOPTING RESOLUTION IN SUPPORT OF <br />INCORPORATING ACTIVE LIVING INTO THE COMPREHENSIVE PLAN <br />By: Breanne Dalnes, Associate Planner <br />Background: <br />Since the fall of 2006, Staff has been attending seminars sponsored by Blue Cross Blue Shield <br />(BCBS) that highlight the importance of integrating public health and planning. The series has <br />included discussions entitled "Safe Routes to School" and "Land Use Practices for Active <br />Living." In the process of attending these workshops, Staff became aware that Blue Cross Blue <br />Shield has published a Request for Proposals (RFP), with the last round to be selected in June of <br />2007. The RFP is asking for proposals that outline how the applicants would, through their <br />comprehensive plans, encourage an increase in physical activity through land use, transportation, <br />facilities, and park and recreation planning. Staff is proposing to submit a proposal in response to <br />the RFP. <br />If the City of Ramsey were chosen to become a partner city with BCBS, the City would be <br />required to enter into a contract with BCBS, outlining how we would utilize their financial <br />resources to produce a more active community. Upon entering into the contract, the City would <br />receive a stipend ranging from $5,000 to $75,000, depending on the scope of the proposal and the <br />remaining funds available, to be used toward updating the Comprehensive Plan. Staff will report <br />to Council on the proposed scope of work as part of receiving authorization to. enter into any <br />contract with BCBS. <br />• <br />Recommendation: <br />Staff recommends commitment on behalf of the City Council to consider incorporating active <br />living principles into the Comprehensive Plan, if the City is selected for this opportunity.. <br />Funding Source: <br />Staff time would be required to prepare the proposal. <br />Council Action: <br />Motion to: <br />Adopt Resolution 4- 07 -05- in support of planning efforts that encourage active living and <br />authorizing staff to prepare a proposal in response to the Blue Cross Blue Shield Request for <br />Proposals. <br />Review Checklist: <br />Assistant Community Development Director <br />• Associate Planner <br />CC: 5/8/07 <br />—111— <br />
