Group is ready to go, while the Ramsey Crossings project is not proposed to be in the ground
until the end of2009.

Member Strommen stated there is a lot of anecdotal evidence about why things are not working
at Ramsey Town Center. The City needs to do its own research with the decisions that need to
be made.

Case #3:

2007 Business Connection Meeting

Economic Development Coordinator Sullivan reviewed that the EDA directed Members
Strommen and Elvig to try to secure either Governor Tim Pawlenty or Congressman James
Oberstar to speak at the Spring Business Connection meeting. Member Elvig has reported he is
still working on trying to secure Governor Pawlenty for the meeting.

Member Strommen stated she has had email exchanges with Congressman Oberstar's Chief of
Staff. There is an interest, but they have not discussed dates. She hopes to follow up with the
Congressman's scheduler by the end of this week or beginning of next week to discuss potential
dates. She will email Economic Development Sullivan once she has definite information that he
can forward to the EDA members.

Member LeTourneau left the meeting at 9:12 a.m.

Economic Development Coordinator Sullivan requested input from the Board regarding whether
to wait to determine if Governor Pawlenty or Congressman Oberstar are secured for the event.
He indicated a drop dead date needs to be determined to find another speaker in order to hold the
event in May. A deadline of March 31 5t to secure Governor Pawlenty or Congressman Oberstar
would provide the ability to secure an alternate speaker.

Member Strommen left the meeting at 9: 14 a.m.

Motion by Member Kiefer, seconded by Member Steffen, to select March 31, 2007 to secure
Governor Pawlenty or Congressman Oberstar and to move to other alternatives if they have not
committed by that time.

Voting Yes: Chairperson Riley, Members Kiefer, Steffen, and Schindel. Voting No: None.
Absent: Members Elvig, LeTourneau, and Strommen.

Case #4:

2007 Business of the Year

Economic Development Coordinator Sullivan reviewed that there was significant discussion last
year about how the Business of the Year should be chosen. Staff believes the current criteria
listed in this case represent the kind of attributes desired for a Business of the Year candidate.
Also included with this case is a list of possible nominees for the 2007 Business of the Year.
The EDA may choose to add businesses to the nominee list. Mr. Sullivan suggested a thought
for the future would be to have a place to drop off nominees at the Business Connection

Economic Development Authority/March 8, 2007
Page 7 of9
