<br />Ms. Ruehle recommended the 2004 appraisal be updated. She indicated she does not anticipate <br />the value has increased much given the market. She has been given a verbal indication from the <br />Metropolitan Council that this purchase can be completed, although the funds would not likely <br />be available until July 1,2007. <br /> <br />Councilmember Dehen pointed out that RALF funds needed to be diverted to complete the <br />purchase of the Boike property. He inquired about the availability of funds to close on the <br />Winslow property. <br /> <br />Ms. Ruehle explained the Bialon property funds that were diverted. to the Boike property were <br />from a previous funding allocation. Funds for this purchase would come from new levy funds; <br />$450,000 to $500,000 would be guaranteed for the purchase. If Council authorizes the purchase, <br />Mr. Winslow would be asked to hold off on renting out the second dwelling on the property. <br />Relocation costs have gone down significantly from 2004 since there is only one of the dwellings <br />currently being rented. Ms. Ruehle requested input from the Council on whether there is <br />consensus to move forward with the Winslow Holasek purchase and to update the appraisal to <br />finalize the purchase. <br /> <br />Consensus of the Council was to authorize the purchase of the Winslow Holasek property with <br />the 2004 appraisal updated prior to finalizing the purchase. <br /> <br />Interim City Administrator Nelson indicated Council has been provided with a booklet that <br />includes the parcels along the Highway 10 corridor that will be used for future reference of the <br />properties. She asked whether Council has any feedback on the codes and policy guidelines <br />. included in the draft policy. <br /> <br />Acting Mayor Elvig suggested the guidelines remain flexible to provide the ability to move <br />quickly when needed. <br /> <br />Community Development Director Trudgeon indicated the policy is general and will be used for <br />guidance. <br /> <br />Ms. Ruehle stated part of the discussion between her and staff was that she receives calls every <br />week regarding the RALF program, and this list continues to get longer. When Highway 610 <br />starts moving and there are additional funds available it will be helpful to know what the City <br />would like her to say to the property owners so she is representing the City's interests and <br />moving along the properties the City wants to move forward. <br /> <br />Acting Mayor Elvig indicated the RALF acquisition log should be discussed further in a future <br />work session. <br /> <br />MAYOR, COUNCIL AND STAFF INPUT <br /> <br />None <br /> <br />City Council Work Session / April 24, 2007 <br />Page 4 ofS <br />
