<br />Councilmember Dehen commented the issue as he understands it is not whether the maintenance <br />projects need to be done, it is the question of whether the projects are assessed or otherwise. He <br />had an objection to at least some ofthe sealcoating and crackfilling being done by assessment, as <br />opposed to the general fund. His objection was not to having the work done. <br /> <br />Public Works Director Olson indicated the action item tonight is to order the improvements. The <br />assessment hearing will be held in September when the costs are in. There is a funding <br />mechanism to forward with the improvements based on the established budget, but it is at <br />Council's discretion as to whether it is determined to take on sealcoating as a general fund <br />obligation. <br /> <br />Acting Mayor Elvig clarified the case on the agenda tonight will authorize the improvements, but <br />the concept and concern regarding the assessment policy will be discussed further <br /> <br />Councilmember Look stated even though people receive public notices, the fact that they do not <br />show up should not be surprising. He received a number of phone calls from people that are not <br />pleased with this. His question to them is why they were not at the public hearing. He would be <br />in agreement of putting the improvements through; he thinks the work needs to be done. <br />However, the information he has researched thus far shows where Ramsey is in regards to <br />neighboring communities and taxation on similar properties, and it is a tough pill to swallow. <br /> <br />Public Works Director Olson indicated the plans and specifications can be authorized tonight <br />with the assessments discussed further at the May 15th work session. <br /> <br />Consensus of the Council was to include the case to order the 2007 Street Maintenance Program <br />on the regular meeting agenda, and to include the assessment policy on the May 15th work <br />session agenda. <br /> <br />Councilmember Strommen requested Councilmember Look to provide the information he has <br />researched to the rest of the councilmembers prior to the May 15t work session. <br /> <br />2) Highway #10 RALF Acquisition Priorities <br /> <br />Community Development Director Trudgeon stated included in the Council's packet is a draft <br />policy regarding the priority of purchasing properties along the Highway 10 corridor as well as a <br />status log and map of interested property owners. The draft policy is general and there should be <br />a discussion of the ranking at some point. Codes were assigned to keep this as objective as <br />possible. Staff would be interested in input from Council regarding the draft policy. Staff is <br />requesting direction tonight on whether to move forward with the purchase of the Winslow <br />Holasek property. <br /> <br />Ms. Jodi Ruehle, The Tinklenberg Group, stated the Winslow Holasek property was one of the <br />first negotiations when this project began with the Metropolitan Council, and the negotiations <br />fell apart. Mr. Winslow's attorney has contacted her and indicated Mr. Winslow is interested in <br />proceeding with a sale and that there would be no strings attached. The property is located west <br />of the previous Deals on Wheels property.
