<br />Councilmember Dehen verified with City Attorney' Goodrich that the hazard insurance paid by <br />the City will be reimbursed. <br /> <br />Motion by Councilmember Jeffrey, seconded by Councilmember Dehen, to approve a Lease <br />Agreement with Endurance Sports, LLC dba Healthquest, for 4,820 square feet of the building <br />located at 6745 Highway 10 upon the terms and conditions of the Lease Agreement. <br /> <br />Motion carried. Voting Yes: Acting Mayor Elvig, Councilmembers Jeffrey, Dehen, Look, <br />Olson, and Strommen. Voting No: None. Absent: Mayor Gamec. <br /> <br />Case #4: <br /> <br />Order 2007 Street Maintenance Program <br /> <br />Public Works Director Olson stated the 2007 Street Maintenance Program consists of eleven <br />individual projects addressing the maintenance needs on 20.73 miles of City streets. The <br />program includes sealcoating on 15.27 miles of City streets, sealcoating on 3.53 miles of MSA <br />streets, and bituminous overlay on 5.46 miles of street. A public hearing was held on the 2007 <br />Street Maintenance Program on February 13, 2007; it is now past the 60 day comment period. <br />Staff recommends that the Council accept plans and specifications and authorize solicitation of <br />bids for the 2007 Street Maintenance Program. <br /> <br />Motion by Acting Mayor Elvig, seconded by Councilmember Olson, to adopt Resolution #07- <br />04-104 ordering improvement and preparation of plans and specifications and authorizing <br />advertisement for bids for Improvement Project #07-02 sealcoat and crackfill Riverwood Hills <br />Plat 1, Resolution #07-04-105 ordering same for Improvement Project #07-03 sealcoat and crack <br />fill Fox Ridge Estates 1st and 2nd, Resolution #07-04-106 ordering same for Improvement Project <br />#07-04 sealcoat and crackfill Crows Unplatted, and adopt Resolution #07-04-107 ordering same <br />for Improvement Project #07-05 sealcoat and crackfill High Point and 156th Avenue, Resolution <br />#07-04-108 ordering same for Improvement Project #07-06 sealcoat and crackfill Xenon Street, <br />Jackal Street and Iguana Street, Resolution #07-04-109 ordering same for Improvement Project <br />#07-07 sealcoat and crackfill MSA Streets, and Resolution #07-04-110 ordering same for <br />Improvement Project #07-08 overlay Green Valley Estates 2nd, and Resolution #07-04-111 <br />ordering same for Improvement Project #07-09 overlay Shady Lawn Estates, Trott Brook Ridge <br />and Zirconium Street, and Resolution #07-04-112 ordering same for Improvement Project #07- <br />10 overlay Section 15 Unplatted, and Resolution #07-04-113 ordering same for Improvement <br />Project #07-11 overlay Section 22 Unplatted north of Alpine Drive. <br /> <br />Further discussion: Councilmember Look stated Council has spoken in detail about assessments <br />on sealcoating projects, and it is his understanding assessments will be discussed further at the <br />May 15,2007 work session. Public Works Director Olson replied this is correct. He indicated <br />the assessment hearing for the program will be held in September after the projects are <br />completed. Following Council approval, the projects will be ordered to get the work done this <br />summer, and it will be the Council's decision as to whether the sealcoating and/or overlays are <br />assessed. Councilmember Look commented the work session will include a discussion of how <br />Ramsey compares with neighboring communities in regards to sealcoating and how assessments <br />are dealt with on this project and future projects. <br /> <br />City Council / April 24, 2007 <br />Page 28 of 38 <br />
