Absent: Mayor Gamec. <br /> <br />Case #5: <br /> <br />Consider Youth Traveling Soccer Tournament <br /> <br />Moved up in the agenda to be acted on as Case No. 2A. <br /> <br />Case #6: <br /> <br />Report from Finance Committee <br /> <br />1) Rejection of Fire Engine Bids and Authorize Revised Specifications and to Solicit <br />Bids <br /> <br />Fire Chief Kapler stated on February 13, 2007, City Council accepted staffs specifications and <br />authorized soliciting bids for a new fire engine. Bids proposals were received from two <br />manufacturers that were within $1,934 of each other. The bids came in at approximately <br />$400,000, which exceeds the $360,000 budgeted amount. Mr. Kapler indicated staff has <br />considered the following three options: 1) Accept the lowest responsible bid; 2) Accept the <br />lowest responsible bid and value engineer cost from the bids to closer conform to the budget for <br />this purchase; 3) Reject both bids, alter the specifications to lower the cost of manufacture, and <br />re-bid. <br /> <br />Fire Chief Kapler advised staff recommends rejection of the received bids, accepting revised <br />specifications with 15 changes determined by staff, and authorization to re-bid. " <br /> <br />Councilmember Strommen indicated the Committee discussed the City's power within the <br />purchasing process. The recommendation of the Finance Committee was to reject the bids, alter <br />the specifications to lower the cost of manufacture, and re-bid, with Chief Kapler and staff to <br />tweak the specifications to include specifications determined by staff as add-alternates. <br /> <br />Motion by Councilmember Strommen, seconded by Councilmember Look, to ratify the <br />recommendation of the Finance Committee in Case No.1 and to reject both bids for the new fire <br />engine, alter the specifications to lower the cost of manufacture including add alternates as <br />determined by staff, and to re-bid with the revised specifications. <br /> <br />Motion carried. Absent: Mayor Gamec. <br /> <br />Case #7: <br /> <br />Report from Personnel Committee <br /> <br />1) Consider Changing Part-Time Status of Building Maintenance Worker to Full-Time <br />Status <br /> <br />Interim City Administrator Nelson reviewed that as part of the 2006 General Fund budget, a 32- <br />hour per week building maintenance Worker position was added to the Building Maintenance <br />Division. That position was created to assist with the care and maintenance of the new <br />Municipal Center, Parking Facility and the on-going maintenance of existing facilities.
