<br />to this area will require acquisition of land for ponding outside this development as the lowest <br />point on I 50th Lane is to the east in the Ramsey Commons 2nd Addition. Mr. Linton advised the <br />feasibility study can be revised to address the residents concerns. or it can be forwarded to. the <br />City Council, which would probably result in generation of a counter petition to stop the project. <br />He indicated there is a staff input item later on the agenda to discuss the ponding situation that <br />occurred this spring on the Asmussen lots that are covered by the drainage and utility easement. <br /> <br />Civil Engineer II Linton stated the primary source of the construction cost would be assessment <br />of the benefiting properties. The watermain upsizing would come from.the Water Utility Fund, <br />at a cost of $10,920. The difference in street width cost would come from the Street <br />Maintenance Fund. This would need to be-added to the 2008 budget, ata cost of$12,636. Mr. <br />Linton indicated staff requests Committee input on revisions to the feasibility study and potential <br />concessions the City would consider. <br /> <br />Chairperson Elvig asked ifthe financial layout has been completed. <br /> <br />Civil Engineer II Linton replied it was finished today; the layout as completed in the feasibility <br />study would result in an assessment of $19,000 per lot. <br /> <br />Councilmember Dehen verified with Civil Engineer II Linton that the $19,000 assessment does <br />not include the acquisition for drainage and utility easements. <br /> <br />Chairperson Elvig s.tated the problem he sees is that a new road will need to be nm into a narrow <br />old road with a lack of standards of what roads are presently built to. It is a bottleneck at a very <br />critical point across from a school where there are activities and parking, which can be <br />minimized with signs and tickets. However, there also is not a connection of sidewalks; they are <br />building a new project behind here putting housing in, and this is a connection point. He would <br />recommend revising the feasibility study. The City will need to participate in this; there is a <br />problem here and it is not all on the residents. <br /> <br />Public Works Director Olson indicated there is upslZmg of the pipes, so there is City <br />participation, but staff would like direction on how much more participation Council considers <br />reasonable. One thing the Asmussens are concerned about is the vacation of the drainage and <br />utility easement. The last time this was discussed they were looking at vacating a portion of the <br />drainage and utility easement. However, that was before the City had looked at the land at the <br />old city hall site being guaranteed for school use, and there is still a need for that drainage and <br />utility easement. He does not know that that issue is resolvable, but the Asmussens cannot be <br />assessed for lots they cannot build on, and that portion of the assessment would need to be <br />reallocated to buildable lots. <br /> <br />Chairperson Elvig questioned if some of this project would be in line with the long term goal of a <br />middle school. <br /> <br />Public Works Director Olson replied this would depend on the amount of land needed for the <br />school, which is uncertain at this time. . <br /> <br />Public Works Committee / April 17, 2007 <br />Page 5 of 18 <br />
