<br />Chairperson Elvig indicated real numbers will need to be reviewed in order to make a <br />recommendation. He requested input from the residents regarding the feasibility study. <br /> <br />Mr. Dan Murphy 5600 150th Lane NW, expressed the following points to the Committee: <br />· The big obstruction with the last feasibility study was opposition to the extension of <br />Helium Street, which ultimately occurred. Once that was done it became more attractive <br />to look at finishing up that stretch of street. <br />· He has purchased two unbuildable lots on either side of the house next to his property, <br />and now owns five lots in this area, and he is interested in determining if. the <br />improvements on this stretch could be completed. He has a signed agreement from Ellen <br />Stanley stating they will remain mute on the subject of future water and sewer <br />development. <br />· He believes the feasibility study showing an extension out to CR 5 makes sense. <br />· His son is purchasing the house that he has lived in for 17 years at 5600 150th Lane Nw. <br />His plan was to build houses on the four additional lots here, and the City could recover <br />costs quickly. . <br />· He would suggest working with Mr. Hickey who owns the house across the street from <br />his as well. <br />· Some residents have reservations about the timing with their biggest concern being the <br />cost. <br /> <br />Chairperson Elvig indicated he would want to see options presented with the revised feasibility <br />study. There are willing participants, but there is concern about the cost. There would likely be <br />a split with some City participation, although that amount has not yet been determined. <br /> <br />Civil Engineer II Linton indicated if all of the streets were improved based on 22 lots, the <br />assessment per lot would be $4,100 for the street reconstruction and sidewalk. Each lot as they <br />hook up would in today's figures have an assessment of$18,000 per lot to hook up to sewer and <br />water, making a total per lot assessment of $22,000. This would be a little higher than the <br />$19,000 assessment, but would be a lower up front cost. <br /> <br />Councilmember Dehen pointed out that the City Charter states the residents would not be <br />required to hook up, so an agreement would be needed from the property owners. <br /> <br />Mr. Murphy stated construction could begin on five of these lots almost immediately. Mr. <br />Hickey is not here tonight, but he had said he plans on building on at least one of his lots right <br />away and that he was in favor of the improvements under the feasibility study that was done <br />previously. . <br /> <br />Chairperson Elvig commented Mr. Hickey indicates he is {not in favor of the project in the <br />information that has been provided to the Committee. <br /> <br />Mr. Murphy replied the situation has changed a bit since the previous feasibility study, but his <br />goal would be to get the City back as much money as he could right away with hook ups. <br /> <br />Public Works Committee / April 17, 2007 <br />Page 6 of 18 <br />
