<br />CASE #: <br /> <br />y <br /> <br />REQUEST FOR PRE LUMINARY PLAT AND <br />PRELIMINARY SITE PLAN APPROVAL OF <br />SYMPHONY AT TOWN CENTER; <br />CASE OF K. HOV ANIAN HOMES <br />By: Sylvia Frolik, Asst. Comm. Dev. Dir./EDA Exec. Dir. <br /> <br />Background: <br /> <br />K. Hovanian Homes has submitted a new preliminary plat and preliminary site plan for the <br />remaining undeveloped area of Ramsey Town Center 7th Addition.. As you may recall, Town <br />Center ih Addition, located south of Bunker Lake Blvd. between Rhinestone Street and Town <br />Center Drive, consists of 21 acres to be developed with 190 townhomes. The developer, K. <br />Hovanian Homes, is proposing to revise the ratio of rowhouse units to back-to-back units, which <br />necessitates a change in the plat and site plan. <br /> <br />The following items are enclosed for your review: <br /> <br />a) Site location map <br />b) Previously approved plan <br />c) Preliminary Plat <br />d) Preliminary Site Plan <br />e) Landscape Plan <br />f) Building Elevations <br />g) City Staff review letter dated April 26, 2007, revised May I 7, 2007 <br /> <br />Notification: <br /> <br />In accordance with City Code, residents within 360 feet of the subject property were notified of <br />the preliminary plat public hearing. <br /> <br />Observations: <br /> <br />The subject property is currently zoned Town Center-4b Neighborhood District (TC-4b). The <br />TC-4b District allows for residential uses at a net density of up to 15 units per acre. The <br />approved plat for Town Center 7th Addition contained 190 units, which equates to a net density <br />of 11.6 units per acre. The changes to the remainder of the plat area result in a reduction in total <br />number oflinits to 186. This reduction in units equates to a net density of 11.5 units per acre. <br /> <br />The previously approved site plan contained 36 back-to-back units and 154 rowhouses. The <br />revisions to the development area will results in 100 back-to-back units and 86 rowhouses. The <br />developer indicates that the homebuyers prefer the back-to-back units; the increase in back-to- <br />back units will provide a more equal mix of housing styles. <br /> <br />The architectural standards of the back-to-back and rowhouse units were reviewed and approved <br />with the plat of Town Center 7th Addition. No changes are proposed to the architectural <br />standards. However, it is noted that the back-to-back buildings are being increased from 6 unit to <br />8 and 10 unit buildings. <br /> <br />-123- <br />
