<br />In response to the City Staff Review Letter dated April 26, 2007, the Developer has provided a <br />revised site plan dated May 7, 2007. The revision reflects that the 3 back-to-back units on Block <br />I not only meet the 20 foot maximum setback from Bunker Lake Blvd., but also from the <br />sidewalk along the south side of the block. <br /> <br />On Block 2, the structures fronting on 146th Avenue N.W. and Traprock Street N.W. all comply <br />with the 20 foot maximum setback. The most southeastern back-to-back building fronting on <br />East Ramsey Parkway has one comer of the building that is 24 feet from the property line and the <br />other comer is 17 feet from the property line. The Town Center Guidelines allow for a deviation <br />in setback maximums if no more than 25% of the building is beyond the maximum setback. It is <br />Staff's opinion that the placement of this building is acceptable and does not require a variance. <br /> <br />The rowhouse building in the southeast comer of Block 2, fronting on Rhinestone Street N.W. <br />was 26 feet from the property line along East Ramsey Parkway. Town Center Guidelines <br />recommend building to the comers of each block. In response to the City Staff Review Letter <br />dated April 26, 2007, the May 7 revised site plan has adjusted the location of the building and it <br />now complies with the 20 foot maximum setback from property line. <br /> <br />The rowhouse building at the northeast comer of Block 2 received a variance to the maximum <br />setback from Rhinestone Street with the plat of Ramsey Town Center 7th Addition. That <br />variance shall remain in effect. <br /> <br />The minimum driveway length is 20 feet; all of the units comply with this.requirement. <br /> <br />As with the previous plat, the revised plans show a combination of public and private streets. All <br />of the private streets will be 24 feet wide and meet City standards for length. <br /> <br />The TC-4b District requires 2 off-street parking spaces for each unit. The double garages and <br />driveways provide 4 off-street parking spaces for each unit. The previous site plan contained a <br />total of 58 overflow parking spaces over the entire project area. The revised plans also provide <br />58 overflow parking spaces overall. <br /> <br />Per the Master Development Agreement for the Town Center, there is a $750/unit park and trail <br />fee due to the City. This fee was paid as part of the final plat and recording of Ramsey Town <br />Center ih Addition. However, there is also the standard park and trail fees of $2475.00 per <br />residential unit and a Trail Fee of $600.00 per residential unit. These fees were meant to be <br />taken care as agreed to in the Park and. Trail Agreement dated April 28, 2005. The Master <br />Developer is in default under that agreement. Prior to fmal plat and fmal site plan, the <br />obligations for this site must be met. Staff will work with the Developer to explore options for <br />fulfilling this obligation. <br /> <br />The Grading and Drainage and Utility Plans have been reviewed. The necessary revisions are <br />listed in the City Staff Review Letter. <br /> <br />The revised Landscaping Plan is acceptable with one or two very minor adjustments described in <br />the City Staff Review Letter. <br /> <br />-124- <br />
