Hovanian Homes <br />7615 Smetana Lane, Suite 180 <br />Eden Prairie, MN 55344 <br /> <br />Re: Preliminary Plat and Preliminary Site Plan Review of Symphony At Town Center <br /> <br />Dear Shawn: <br /> <br />Weare in receipt of your preliminary plat and preliminary site plan submittal to replat the <br />remaining undeveloped portion of Ramsey Town Center, 7th Addition. The Preliminary <br />Submittal consists of 13 sheets prepared by Landform and dated April 3,2007. We are also in <br />receipt of a Storm Water Drainage Summary consisting of 3 sheets, also prepared by Landform <br />and dated April 3 2007. The submittal also included elevations for the 8-unit and 10-unit <br />townhome structures, along with color renderings. We are also in receipt of a revised site plan <br />sheet dated May 7, 2007. We offer the follovving comments: <br /> <br />1. General: The Subject Property of the replat is located south of Bunker Lake Blvd., north of <br />East Ramsey Parkway, on the west side of Rhinestone Street. Town Center 7th Addition <br />consisted of a total of 20.95 acres. The area of the plat to be revised is approximately 8 acres. <br />The purpose for the revisions to what was originally approved as 7th Addition is a desire on <br />the part of the K. Hovanian Homes to increase the number of back-to-back units and reduce <br />the number of row house units. Ramsey Town Center 7th was approved with 36 back-to-back <br />units and 154 rowhouse units; the revision to the remainder of the plat will result in 100 <br />back-to-back units and 86 rowhouse units; a net decrease from 190 to 186 units overall. <br /> <br />2. ZoninglDensity: The project area is located in the TC-4 Neighborhood District, which is <br />intended to include a full range of housing types. The majority of the project area is in the <br />Town Center 4b Sub-District (TC-4b), which allows for residential uses at a net density of up <br />to 15 units per acre. The approved plat of Town Center 7th Addition was planned with a <br />density of 11.6 units per acre. The revised product ratio in the remainder of the development <br />area results in a decrease of 4 units in the project overall. This equates to a net density of <br />I 1.5 units per acre for the combined project areas of Ramsey Town Center 7th Addition and <br />Symphony at Town Center. <br /> <br />-133- <br />
