<br />Preliminary Plat and Preliminary Site Plan Review: Symphony At Tovvn Center <br />April 26, 2007, Revised May 17, 2007 <br />Page 2 of7 <br /> <br />3. Lots: The preliminary plat is proposing to replat Lots 5 through 11, Block 3; Lots 1 through <br />12, Block 2; Ramsey Tovvn Center 7th Addition into 14 lots that will accommodate 6 <br />rowhouse and 8 back-to-back home products. <br /> <br />4. Setbacks: The TC4-b Zoning District requires the following setbacks: <br /> <br />Front yard <br />Side yard <br />Rear yard <br /> <br />o to 20 feet as measured from building front to edge of sidewalk; <br />None, unless required by building code; <br />None, unless required by building code. <br /> <br />Block I - In response to the City Staff Review Letter dated April 26, 2007, the Developer has <br />provided a revised site plan dated May 7,2007. The revised plan reflects that the 3 back-to- <br />back units on Block 1 not only meet the 20 foot maximum setback from Bunker Lake Blvd., <br />but also from the sidewalk along the south side of the block. <br /> <br />Block 2 - The structures fronting on l46th Avenue N.W. and Traprock Street N.W. all <br />comply with the 20 foot maximum setback. The most southeastern back-to-back building <br />fronting on East Ramsey Parkway has one corner of the building that is 24 feet from the <br />property line and the other corner is 17 feet from the property line. The average setback for <br />this building is 20.5 feet. The Town Center Guidelines allow for a deviation in setback <br />maximums if no more than 25% of the building is beyond the maximum setback. It is Staffs <br />opinion that the placement of this building is acceptable and does not require a variance. <br /> <br />The rowhouse building in the southeast comer of Block 2, fronting on Rhinestone Street <br />N.W. was 26 feet from the property line along East Ramsey Parkway in the April 3 version of <br />the site plan. Town Center Guidelines recommend building to the comers of each block. In <br />response to the City Staff Review Letter dated April 26, 2007, the May 7 revised site plan has <br />adjusted the location of the building and it now complies .with the 20 foot maximum setback <br />from property line. <br /> <br />The rowhouse building at the northeast comer of Block 2 received a variance to the <br />maximum setback from Rhinestone Street with the plat of Ramsey Town Center 7th Addition. <br />That variance shall remain in effect. <br /> <br />Development guidelines discourage large spaces between buildings that front on streets. <br />There are a couple of 30'-40' gaps on the east end of Block 2. A connector sidewalk <br />traverses one of those areas. The Development Guidelines also encourage pockets of <br />greenspace and in Staff's opinion, these spacing gaps are ac~eptable. <br /> <br />5. Public Streets: The replat area lies west of Rhinestone Street N.W., north and south of 146th <br />Avenue N.W., north of East Ramsey Parkway, and east of Traprock Street N.W. All of these <br />streets have been constructed with the development of Ramsey Town Center ih Addition to <br />this point. The change in house product did require a reconfiguration of the private streets, in <br /> <br />-134- <br />
