The <br />Developer is responsible for the construction ofthe private streets. <br /> <br />The turn Janes at Town Center Drive and Bunker Lake Boulevard were to have been <br />constructed by the Master Developer (RTC, LLC) as part of the first phase of Ramsey Town <br />Center 7th Addition. The Master Developer is in default and K. Hovanian would be <br />responsible for this improvement. If this improvement is not constructed, it is anticipated <br />that Anoka County will close the Town Center Drive access. If this occurs, Symphony still <br />has access from Bunker Lake Blvd. at Rhinestone Street N.W. <br /> <br />6. Private Streets: The table below indicates City Code requirements for private street lengths: <br /> <br />Maximum private street length without a 200 feet <br />TIrnlaroundprovided <br />Maximum private street length with a 300 feet <br />turning provision provided <br />Maximum private street length with a cul- 600 feet, when exceeding the 300 foot length <br />de-sac provided requirement, the private street width must be <br /> 32 feet. <br /> <br />All of the private streets are 24 feet wide. City Code prohibits on-street parking on 24 foot <br />wide private streets. 'The Development Contract will require all private streets to be signed <br />for "No Parking". The Developer will be responsible for the cost of the signs, including <br />installation, as a Stage I Improvement in the Development Contract. ,The Homeowners <br />Association will be responsible for the ongoing maintenance costs associated with the signs. <br /> <br />The naming of the private streets mustbe in accordance with the County street grid system. <br /> <br />7. Open Space: The Town Center Development Review Guidelines encourage the integration <br />of private courtyards and pocket parks within the TC-4 Neighborhood District. These small <br />green areas provide important breathing space, contribute to stormwater management, and <br />offer additional recreational amenities to serve the building tenants. The preliminary site <br />plan complies with the development guidelines and provides green spaces for recreational <br />and stormwater management purposes on each block. <br /> <br />8. Grading and Drainage: Staff has received a grading and drainage plan for the revised <br />development plan and has the following comments. . Stormwater calculations must be <br />submitted to the City and Lower Rum River Water Management Organization for verification <br />of conformance with the master drainage plan. The rock construction entrance on the <br />Stormwater Pollution Prevention Program (5wpPP) must be supplemented with the City <br />requirement ~'Adjacent streets must be swept daily and as directed by the City during active <br />construction. The responsibility for the SWPPP on this site must be transferred to the new <br />owner and contractor prior to commencing construction. Provide a copy of the transfer notice <br />to the City. <br /> <br />-135- <br />
