It must reference the SWPPP prepared for the Ramsey <br />Tovvn Center Project and provide for transfer of responsibility from RTC, LLC to this <br />developer and contractor. The master stormwater plan provides rate control for the entire <br />Ramsey Town Center Project. The plan requires application of Best Management Practices <br />(B.MPs) on each site to enhance stormwater quality. The infiltration basins shown on the <br />plans will provide water quality treatment, however it appears only 30% of the site drains to <br />these devices, the remainder of the water discharges directly to the regional system. The <br />percentage of the site draining to a B:MP must be increased by rerouting water to the <br />infiltration basins or by installing water quality treatment devices at each point where <br />stoIDlwater leaves the site. <br /> <br />The maximum cross slope on driveways must be adjusted from 3% to 2.5%. Sapphire Way <br />must be revised to have a crown from 146tb Avenue to 145th Place as well as all of 146th <br />Lane. Universal cross slope will be permitted on private drives between buildings, not on the <br />collector drives accessing the public streets. Silt fence must be shown on the enlarged <br />grading plans. Curb cuts draining to the Bioretention Facility must be replaced. with a <br />structure and outlet pipe. The local soils are erode easily and curb cuts like these require <br />constant maintenance. <br /> <br />9. Utilities: This subdivision will be served by sanitary sewer and city water services that will <br />be extended into the development. The following specific comments must be addressed: <br /> <br />Ductile iron pipe 6" and smaller must be Class .53, 8" and larger is Class 52. Provide <br />specifications for the Ecostorm 1.5 device. Provide Ecostorm devices at STMH 101 and <br />CRMH 117. <br /> <br />The applicable city details must be added to the sheets. Contact the Engineering department <br />for the latest details. <br /> <br />10. Tree Preservation. A tree preservation plan is not required as the site is void of trees. <br /> <br />11. Sidewalks. City policy requires installation of sidewalks on both sides of the street for State, <br />County and MSA roads, and along one side of the street for local through streets. No <br />sidewalks are required on cul-de-sacs. Accordingly, the revised plans continue to provide a <br />sidewalk arOillld the perimeter of Block I and 2, either as an interior improvement within the <br />plat or as a part of the Town Center trail system. Additionally, the site plan proposes <br />connections between the interior sidewalks and the Tovvn Center trail system. <br /> <br />Block 2 needs a sidewalk connection to the sidewalk on East Ramsey Parkway at the south <br />end of Rhinestone Way. <br /> <br />12. Park DedicationlTrail Development: Per the Master Development Agreelnent for the Tovvn <br />Center, there is a $750/unit park and trail fee due to the City. This requirement was fulfilled at <br />the final plat stage of Ramsey Town Center 7th Addition. In addition, there are the standard park <br /> <br />-136- <br />
