<br />CASE # <br /> <br />5 <br /> <br />REQUEST FOR AMENDMENTS TO DEVELOPMENT AGREEMENT FOR <br />NORTHFORK OFFICE CONDOS; <br />CASE OF SAINT ANDREW'S INVESTMENT GROUP, LLC <br />By: Breanne Daines, Associate Planner <br /> <br />Background: <br /> <br />On December 28, 2006, the City CouncilllPproved the [mal plat and site plan for Northfork Office <br />Condos, to develop the first 4 multi-tenant commercial buildings on the property just north of 156th <br />Avenue on the western border of Ramsey. The approved preliminary plat consisted of a cluster <br />commercial development consisting of 15 buildings (80,000 square feet of office/warehouse space) . <br />on one lot serviced by a community septic system and well. The [mal plat was approved with <br />terms in the development agreement that required the Developer to construct 156th Avenue N.W. <br />to Alpine Drive N.W. during the first phase of the development. The Developer was also required <br />to install sewer and water infrastructure in the street in anticipation of sanitary sewer and <br />municipal water becoming available to the site in the future. <br /> <br />The following items are enclosed for your information: <br /> <br />a) Site location map <br />b) Final plat exhibit <br />c) City Council meeting minutes dated December 28,2006 <br />d) Development Agreement <br /> <br />Funding Source: <br /> <br />The developer is responsible for all costs associated with the plat. <br /> <br />Observations: <br /> <br />On May 4, 2007, City staff received a request from Mike Walz of Stalwart Homes, the project <br />manager for Northfork Office Condos, requesting a revision to the [mal plat development <br />agreement. Below is a paraphrase of the alternatives that the applicant is requesting, in order of <br />prefer~nce : <br /> <br />. 1. Deferring the installation of 156th Avenue until the second phase of the development <br />and waiving the requirement to install sewer and water infrastructure within the public <br />road right-of-way. This allows the Developer to defer the cost of the road to the second <br />phase and avoid the installation of infrastructure that will not be used in the near future. <br /> <br />2. Deferring the installation of the 156th Avenue and sewer and water infrastructure until <br />City sewer and water are extended to this area. <br /> <br />-141- <br />
