<br />June 23, 2006 <br /> <br />Aaron Stritesky Construction <br />15242 81 st Court <br />Otsego,MN 55330 <br /> <br />Re: Preliminary Plat and Preliminary Site Plan Review: GAD's Prairie <br /> <br />Dear Aaron and Gary: <br /> <br />We are in receipt of your preliminary plat to develop detached townhomes on the property <br />located on County Road 5 and 145th Avenue. The preliminary plat submittal consists of 1 plat <br />sheet, 6 sheets of grading, utility, and tree preservation plans prepared by Hakanson Anderson <br />dated May I, 2006, revised May 22, 2006 and June 12, 2006 and a Landscape Plan dated April <br />27, 2006 prepared by Garden Market and Landscape. We offer the following comments: <br /> <br />General: The property is 1.77 acres in size and is located north of Iodine Street on County Road <br />5 (Nowthen Boulevard). The revised preliminary plat of GAD's Prairie proposes 9 one-level <br />detached townhome units that would be association-maintained. The preliminary plat is being <br />processed in conjunction with a site plan review and a zoning amendment to Planned Unit <br />Development (PUD). <br /> <br />Zoning: The subject property is currently zoned R-2: Medium Density Residential, which allows <br />3 to 7 units per n~t acre. Townhomes are a permitted use within this district. However, because <br />of the limited parcel width and the unique housing product proposed, a rezoning to PUD is <br />required. . <br /> <br />Lot Size and Dimensions: The proposed lots vary in width, from 35 feet to 45 feet. Lot size <br />varies from 2,773 square feet to 3,345 square feet. There is no minimum lot size or dimensions <br />for townhomes. However, all lots must indicate a minimum of 3 feet of separation between walls <br />and appurtenances (patios, porches, and stoops) and property lines, per the building code. This <br />will be verified upon submittal of a building permit. <br /> <br />Density: The site is proposing 9 units, for a total net density of approximately 5 units per acre. <br /> <br />Setbacks: None of the proposed structures conform to the minimum separation for buildings of <br />20 feet, as these buildings are single-family in style. Three of the structures encroach on setback <br />from right-of-way by 5 feet, and two structures encroach on the 30 foot setback from exterior <br />development boundary. It is Staffs opinion that all structures should be a minimum of 10 feet <br />apart, to ensure fire safety. The plat has been revised to indicate these minimums. <br /> <br />-168- <br />
