<br />Preliminary Plat: GAD's Prairie <br />May 24, 2006 <br />Revised June 23, 2006 <br />Page 2 of6 <br /> <br />Trail & Sidewalk: The proposed trail has been revised to indicate a 10-foot wide trail on the <br />east side of the parcel. It should also be noted that a portion .of this tail, the northernmost 100 feet <br />is proposed to be loc.ated within the county highway right of way. Current policy is that trail <br />should be located within the plat boundaries within the proposed plat. Because of the unique <br />width constraints of this parcel, consideration is given to deviating from this protocol. Also, <br />there is no sidewalk proposed along Helium Street. Although Helium Street is a through street, <br />because of its close proximity of the trail consideration should be given to allowing the sidewalk <br />to be eliminated. <br /> <br />Grading & Drainage: The plat proposes ponding in the north western comer of the plat to <br />contain runoff from the site. This pond is sufficiently large to nearly contain a 100 year storm <br />event. Once this pond is full, additional runoff will backup and discharge into the county <br />highway ditch and flow northward sheeting onto the adjacent property. Calculations need to be <br />submitted showing the rate and volume of this discharge for the 100 year event are less than <br />current discharge onto this property. Calculations should also show that there is no discharge to <br />this property for the 10 year event. <br /> <br />The drainage swale between the rears of Lots 1 through 4 is proposed at a I % grade which is the <br />minimum grade allowable. West of this ditch is a steep slope from the neighboring property. <br />Because of concern that this swale is likely to be filled with snow and ice which would impede <br />swale flow, it is recommended that a storm sewer be installed to prove an additional outlet for <br />melt runoff. <br /> <br />Topographic contours should be extended 100 feet beyond the boundaries of the plat. <br />The type, size, invert, and rim elevations of all storm sewers should be added to the grading plan. <br />A permit needs to be obtained from the Lower Rum River Water Management Organization. <br /> <br />Utilities: This plat will be served by municipal sanitary sewer and water. Trunk charges will be <br />collected for units in excess of the singe family unit which is currently located on the property <br />and serviced with watermain. <br /> <br />Traffic Generation Analysis: This plat is anticipated to generate approximately 70 additional <br />trips per day which will be directed onto CSAH 5. The major mtersections which will be <br />impacted by traffic from this development include; CSAH 5 & Sunwood Drive; CSAH 5 & <br />Alpine Drive; and CSAH 5 & TH 47. Each of these intersections was included in a traffic impact <br />study prepared in November of 2005 for the nearby Meadows Development which was estimated <br />to generate a total of 362 additional trips. In that study it was documented that the current Level <br />of Service at these intersections were at a level C, except for the morning peak hour at Sunwood <br />and CSAH 5 which was determined to be a level D. Level D is considered to be the lowest <br />acceptable level of service. The conclusions of this traffic analysis suggested that by the year <br />2026 capacity constraints would occur on CSAH 5 which would require the widening of CSAH <br />% from two to four lanes between TH 47 and Alpine Drive. <br /> <br />-169- <br />
